Licensing of Skin Piercing and Tattooing

There was submitted a report dated 14 February 2007 by the Head of Legal & Administration outlining the results of the review of the regulations issued earlier this year.  The changes are to be brought into effect by the making of an Amending Order, intended to address concerns addressed to the Scottish Executive.

The Panel heard Mr Douglas.

Decided:

(1)                                                                                                   that the Head of Legal & Administration be authorised, in consultation with the Head of Safer Communities, to grant licences for those carrying out the activity of skin piercing and tattooing based on the conditions laid out in the appendices of the report and the addition of conditions requiring the keeping of records relating to the activity together with any necessary conditions dictated by the situation described in paragraph 2.5 of the report or particular individual circumstances; and

(2)                                                                                                   that a fee of £75.00 be set for a licence for a person wishing to carry out only ear piercing.
