There was submitted a report dated 9 September 2003 by the Head of Personnel Services advising that at the meeting of the Corporate Business Committee held on 4 September 2003, a report had been considered on the proposals in respect of the Christmas and New Year holiday arrangements 2003. The Committee had agreed to remit the matter to the Personnel (Appeals & Applied Conditions of Service) Sub-Committee to hear representations from UNISON and UCATT and thereafter to determine the matter. |
The Sub-Committee received Mr R Taggart (UNISON) and Mr J Kelly (UCATT). The Head of Personnel Services was present for the employer. |
Following discussion, Councillor McCabe moved that the proposals contained in the report be not implemented, that all Council buildings remain open during the Christmas and New Year holiday period 2003 and that it be remitted to the Head of Personnel Services to put in place arrangements previously made for the Christmas and New Year holiday period 2001. As an amendment Councillor Snoddy moved that the additional holiday period of 3 days be dealt with by the use of 2 days from the affected employees’ 2003/2004 leave entitlement and a day of no work requirement being granted by the Council. Following a vote, 2 Members voted for the amendment and 2 for the motion. There being equality in voting the Chairman exercised his casting vote in favour of the motion which was declared carried. |
Decided: that the proposals contained in the report be not implemented, that all Council buildings remain open during the Christmas and New Year holiday period 2003 and that it be remitted to the Head of Personnel Services to put in place arrangements previously made for the Christmas and New Year holiday period 2001. |
