Provision of Taxi Ranks

Area in the Vicinity of Newton Street, Greenock

 

 

 

 

 

There was submitted a report by the Solicitor to the Council dated 21 September 2006 seeking the Panel’s views on the designation of a stance on the north side of Roxburgh Street, Greenock and the revocation of the existing stance at Inverkip Street, Greenock.

 

 

Decided:  that it be remitted to the Head of Legal and Administration to proceed with the consultation process and the advertisement of the proposal.

Taxi Fares Review 2006

There was submitted a report dated 20 September 2006 by the Solicitor to the Council asking that the Panel determine the taxi fares scales and charges following the annual review.

 

 

Decided:  that it be remitted to the Head of Legal and Administration to make the necessary arrangements to implement the new taxi fares scales and charges.

 

 

 

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following items of business on the grounds that the business involved the likely disclosure of exempt information as defined in Paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Taxi Driver’s Licence:  John Gault

There was submitted a report dated 18 September 2006 by the Solicitor to the Council following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Chief Inspector O’Donnell for Strathclyde Police and Mr Gordon Nicol, agent for Mr Gault and Mr Gault.

 

 

Decided:  that the application be refused.

Application for Taxi Driver’s Licence:  Ms Sheila Douglas

There was submitted a report dated 13 September 2006 by the Solicitor to the Council on an application for a Taxi Driver’s Licence by Ms Sheila Douglas following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of her previous convictions.  The Panel heard Chief Inspector O’Donnell for Strathclyde Police and Ms Sheila Douglas.

 

 

Decided:  that the application be granted for six months.

Application for Taxi Driver’s Licence:  Mr Billy R McVey

There was submitted a report dated 12 September 2006 by the Solicitor to the Council on an application for a Taxi Driver’s Licence by Mr Billy R McVey following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction.

Councillor Moran declared an interest in the application by virtue of personal acquaintance and absented himself from the deliberation and discussion of this application.

The Panel heard Chief Inspector O’Donnell for Strathclyde Police, Mr Billy R McVey and Mr Paul Travers on his behalf.

 

 

Decided:  that the application be refused.

Application for Taxi Driver’s Licence:  Mr Joseph Sutherland

There was submitted a report dated 14 September 2006 by the Solicitor to the Council following receipt of an adverse medical report from the Council’s Medical Adviser.  The Panel heard Mr Sutherland.

 

 

Decided:  that the application be continued to the next meeting of the Panel in order to obtain more information regarding the criteria required.

There was submitted a report dated 25 September 2006 by the Solicitor to the Council on an application for a Licence for House in Multiple Occupation by Mr John J Yarr for a flat at 15 Ardgowan Square, Greenock. 

 

 

Decided:  that the application be refused.
