Application for Taxi Licence:  Helen Eaton

There was submitted a report dated 10 May 2006 by the Solicitor to the Council advising that Ms Eaton had omitted to make timeous application for her licence to be renewed before it expired but it had been dealt with using the procedure for the exercise of powers delegated to the Chief Executive for use between Committees and it had been agreed to authorise the grant of the taxi licence to Ms Eaton.

Installation of CCTV Within Licensed Vehicles

There was submitted a report dated 30 May 2006 by the Solicitor to the Council the purpose of which was to seek the Panel’s view on granting consent for the installation of CCTV within the passenger compartment of vehicles licensed as taxis or private hire cars following a request from a licenceholder.  The Panel had attended a demonstration of a vehicle with a CCTV installation prior to the meeting.

 

 

Decided: that it be remitted to the Solicitor to the Council to provide a detailed report on the implications of the proposal.

 

 

The documentation relative to the following items has been treated as exempt information in terms of the Local Government (Scotland) Act 1973 as amended, the nature of the exempt information being that set out in paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Licence for House in Multiple Occupation

Mark Taylor, SMC Property Development, 34 Robertson Street, Greenock

There was submitted a report dated 22 May 2006 by the Solicitor to the Council on an application for a licence to operate a house in multiple occupation at 34 Robertson Street, Greenock by Mr Mark Taylor following objections made by various residents of the property.

 

 

The Panel heard Mr Taylor in support of his application.

 

 

Councillors McCormick (M), McKenzie and Snoddy declared a non financial interest and left the meeting.

 

 

Decided:  that the licence be approved in principle for further consideration by the Council as licensing authority.

Application for Taxi Driver’s Licence:  Christopher Lynch

Councillors McCormick (M), McKenzie and Snoddy returned to the meeting.

 

 

There was submitted a report dated 24 May 2006 by the Solicitor to the Council on an application for a Taxi Driver’s Licence by Mr Christopher Lynch following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel  heard Constable Gailey of Strathclyde Police.

 

 

Decided:  that the application be refused.

Application for Taxi Driver’s Licence:  Ian Nixon

There was submitted a report dated 8 May 2006 by the Solicitor to the Council on an application for a Taxi Driver’s Licence by Mr Ian Nixon following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.

 

 

The Panel heard Constable Gailey, Strathclyde Police.
