Licensing of Skin Piercing and Tattooing - Fees

There was submitted a report dated 11 April 2006 by the Solicitor to the Council following the decision of the Panel at its meeting on 8 March 2006 which delegated authority to the Solicitor to the Council following consultation with the relevant officers and the Chair, his Substitute and a Member of the Minority Groups to set a fee for an application for a licence for the activity of carrying on a business which provides skin piercing or tattooing in premises with effect from 1 April 2006.

 

 

Following consultation the fee had been fixed at £182.50.

Application for Street Trader's Licence - Stephen Gavin

There was submitted a report dated 31 March 2006 by the Solicitor to the Council on an application for a street trader's licence by Mr Stephen Gavin following an objection by the Head of Transportation & Roads Service on the grounds that the business would cause disruption and congestion in Drumfrochar Road to the detriment of road safety.   The Panel heard Mr McCarron, Head of Transportation & Roads Service, and Mr Gavin.

 

 

Decided:  that the application be granted for a period of six months.

 

 

 

 

 

The documentation relative to the following item has been treated as exempt information in terms of the Local Government (Scotland) Act 1973, as amended, the nature of the exempt information being that set out in Paragraph 6 of Part I of Schedule 7(A) of the Act.

Suspension of Taxi Driver's Licence - James Wilson

Councillor Snoddy declared a non-financial interest and left the meeting.

 

 

There was submitted a report dated 31 March 2006 by the Solicitor to the Council requesting the suspension of Mr Wilson's taxi driver's licence on the grounds that he was not a fit and proper person to hold such a licence on the grounds of his previous conviction and allegations which had been made relating to him.   Mr McNeilly advised the Panel for the purposes of this hearing.

 

 

 

The Council heard Mr Douglas for Solicitor to the Council and Mr Caldwell, agent for Mr Wilson.

 

 

Decided:  that the licence be suspended for the remainder of its term.

 

 

Councillor Snoddy returned to the meeting.

Application for Licence for House in Multiple Occupation -

Pol Stewart, 9 Robertson Street, Greenock

Councillor McKenzie declared a non-financial interest and left the meeting.

 

 

There was submitted a report dated 24 March 2006 by the Solicitor to the Council on an application for a licence to operate a house in multiple occupation at 9 Robertson Street, Greenock by Mr Pol Stewart following objections made by various residents of 7 and 9 Robertson Street, Greenock.   The Panel heard Mr Pearson on behalf of the objectors and Mr Stewart.

 

 

Decided:  that a visit to inspect the property and its surroundings be arranged and the application continued to the next meeting of the Panel.

Application for Licence for House in Multiple Occupation -

Pol Stewart, 7 Caddlehill Street, Greenock

There was submitted a report dated 24 March 2006 by the Solicitor to the Council on an application for a licence to operate a house in multiple occupation at 7 Caddlehill Street, Greenock by Mr Pol Stewart, following objections made by various residents of 7, 14 and 17 Caddlehill Street, Greenock.   The Panel heard Mrs Janice Wright, Mrs Lorraine Jamieson and Mrs Karen Stevens on behalf of her husband Mr James Stevens in amplification of their objections.  The Panel also heard Mr Stewart, the applicant.

 

 

Decided:  that a visit to inspect the property and its surroundings be arranged and the application continued to the next meeting of the Panel.

Application for Taxi Driver's Licence - John P Woodall

There was submitted a report dated 29 March 2006 by the Solicitor to the Council on an application for a taxi driver's licence by Mr John P Woodall following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.

 

 

Decided:  that the application be refused.

 

 

Councillor McKenzie returned to the meeting.

Application for Taxi Driver's Licence - William C Burns

302

 

 

 

 

There was submitted a report dated 29 March 2006 by the Solicitor to the Council on an application for a taxi driver's licence by Mr William C Burns following an observation from the Chief Constable.   The Panel heard Sergeant Claire Riddoch, Strathclyde Police and Mr Burns.

 

 

Decided:  that the application be granted.
