Chair:  In the absence of Councillors Gallacher and Nimmo, it was agreed that Councillor Snoddy preside.

Application for Street Trader’s Licence

Mr Tony An

There was submitted a report dated 25 November 2005 by the Solicitor to the Council advising that Mr Tony An proposed to sell Christmas flashing lights at the Christmas Lights  Switch On event to be held in Clyde Square, Greenock on 1 December 2005 but did not submit his application on time for it to be considered within the usual timescale.  Mr An’s application had been dealt with using the procedure for the exercise of powers delegated to the Chief Executive for use between Committees and it had been agreed to authorise the grant of a temporary street trader’s licence to Mr An.

 

 

Noted

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following items of business on the grounds that the business involved the likely disclosure of exempt information as defined in Paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Taxi Driver’s Licence

Councillor McCormick declared a non financial interest by virtue of personal acquaintance with the applicant and left the meeting.

 

 

There was submitted a report dated 29 December 2005 by the Solicitor to the Council on an application for a taxi driver’s licence by Allan Cameron following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Stewart of Strathclyde Police and Mr Cameron

 

 

Decided:  that the application be granted.

 

 

Councillor McCormick returned to the meeting.

Application for Taxi Driver’s Licence

William Bryceland

There was submitted a report dated 29 December 2005 by the Solicitor to the Council on an application for a taxi driver’s licence by William Bryceland following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Stewart and Mr Bryceland.

 

 

Decided:  that the application be refused.

There was submitted a report dated 9 January 2006 by the Solicitor to the Council on an application for a street trader’s licence by Allan MacLean following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his conduct, including previous convictions.  The Panel heard Superintendent Stewart and Mr MacLean.

 

 

Decided:  that the application be refused.
