It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following items of business on the grounds that the business involved the likely disclosure of exempt information as defined in Paragraph 6 of Part I of Schedule 7(A) of the Act. |

Application for Taxi Licence: Mark J Brown |

|
Councillor Moran declared a non financial interest by virtue of personal acquaintance with the applicant and left the meeting. |
|
|
There was submitted a report dated 15 November 2004 by the Director of Corporate Services on an application for a taxi licence by Mark J Brown to make available to the public a vehicle specially adapted for use by the disabled. The Panel heard Mr Brown in support of his application. |
|
|
Decided: that the application be granted to allow Mr Brown to operate a vehicle specially adapted as a taxi suitable for disabled persons subject to the Council’s standard conditions and the special conditions set out in Appendix 1 of the report. |

Application for Taxi Licence: James Bryceland |

Councillor Moran returned to the meeting at this point. |
|
|
There was submitted a report dated 15 November 2004 by the Director of Corporate Services on an application by James Bryceland for the grant of a taxi licence which would be used to make available to the public a vehicle specially adapted for use by the disabled. The Panel heard Mr Bryceland in support of his application. |
|
|
Decided: that the application be granted to allow Mr Bryceland to operate a vehicle specially adapted as a taxi suitable for disabled persons subject to the Council’s standard conditions and the special conditions set out in Appendix 1 of the report. |

Application for Taxi Driver’s Licence: Scott McAlees |

|
|
|
There was submitted a report dated 22 November 2004 by the Director of Corporate Services on an application for a taxi driver’s licence by Scott McAlees following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Mr McAlees and Superintendent Stewart.q |

Application for Taxi Driver’s Licence: Charles Bradley |

|
|
There was submitted a report dated 22 November 2004 by the Director of Corporate Services on an application for a taxi driver’s licence by Charles Bradley following comments made by the Council’s Medical Adviser. The Panel heard Mr Bradley in support of the application. |
|
|
Decided: that the application be refused. |
