Present:  Councillors Gallacher, McCormick (M), McKenzie, Moran, Nimmo, Hill  (for Snoddy) and Tucker.

Application for Renewal of Second Hand Dealer’s Licence -

McDonald Motors, 1 Drumfrochar Road, Greenock

Councillor Nimmo declared an interest in this item for personal reasons and left the meeting.  Councillor Gallacher took the Chair.

 

 

There was submitted a report dated 22 October 2004 by the Director of Corporate Services on an application for renewal of Second Hand Dealer’s Licence by Mr James McDonald to allow him to trade in second hand vehicles at the premises at 1 Drumfrochar Road, Greenock.  It was noted that this application was continued from the meeting held on 8 September 2004 (Min Ref 8/9/04 - Para 608) to allow the related planning application for premises at Dellingburn Street to be dealt with.  The Panel heard Mr Williamson, Head of Planning Services with regard to the current planning position in relation to the application and Mr Bruce of the Transportation and Roads Service in relation to the objection submitted by his Service and Mr McDonald in support of his application.  Following discussion Councillor Hill moved that the application be granted for one year on the standard conditions with additional conditions to ensure that no cars for sale be parked or displayed on the road or footways of Drumfrochar Road, Dellingburn Street or Baker Street, Greenock.  The meeting was adjourned from 3.15pm to 3.25pm and then from 3.35pm to 3.40pm to allow Members to discuss the application in private.

 

 

As an amendment Councillor McKenzie moved that the application be refused.  On a vote 1 Member voted for the amendment and 4 for the motion which was declared carried.

 

 

Decided:  that the application be granted for a period of one year on the standard conditions with additional conditions to ensure that no cars for sale be parked or displayed on the road or footways of Drumfrochar Road, Dellingburn Street or Baker Street, Greenock.

Application for Street Trader’s Licence -

Sean Middleton

Councillor Nimmo resumed the Chair at this point.

 

 

There was submitted a report dated 28 October 2004 by the Director of Corporate Services on an application for a Street Trader's Licence by Sean Middleton to allow him to operate a snack van at Woodhall, Port Glasgow consideration of which was continued from the meeting held on 8 September 2004.  The Panel heard Mr Middleton in support of his application. h

 

 

Decided:  that the application be granted for a period of two years.

Application for Renewal of Street Trader’s Licence -

John Brolly

There was submitted a report dated 29 October 2004 by the Director of Corporate Services on an application for renewal of a Street Trader’s Licence by Mr John Brolly to allow him to operate a snack van at Arthur Street, Greenock following an objection from the Head of Transportation and Roads Service with regard to the location of the snack van.  The Panel heard Mr Bruce of the Transportation and Roads Service and Mr Brolly in support of his application.

 

 

The meeting was adjourned from 4.05pm to 4.10pm to allow the Members to discuss the application in private.

 

 

Decided:  that the application be granted.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following item of business on the grounds that the business involved the likely disclosure of exempt information as defined in Paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Taxi Licence

John A McMillan

There was submitted a report dated 25 October 2004 by the Director of Corporate Services on an application by John A McMillan for the grant of a Taxi Licence which would be used to make available to the public a vehicle specially adapted for use by the disabled.  The Panel heard Mr McMillan in support of his application.

 

 

Decided:  that the application be granted to allow Mr McMillan to operate a vehicle specially adapted as a taxi suitable for disabled persons subject to the Council’s standard conditions and the special conditions set out in Appendix 1 of the report.
