Application for Permit for AWP Machine - Harwoods, 208 Dalrymple
Street, Greenock |

|
There was submitted a report dated 1 April 2004 by the Director of Corporate Services on an application for a permit for amusement with prizes machine by Lapwine (Licences) Ltd to situate 1 machine within the premises known as Harwoods, 208 Dalrymple Street, Greenock. |

Decided: that the application be granted. |

Delegated Powers
- Gaming Act 1968 - Applications for Permit for AWP Machines |

Arising from discussion of the previous item, it was agreed that powers be delegated to the Director of Corporate Services to grant permits under the Gaming Act 1968 in respect of premises with entertainment licences issued under the Licensing (Scotland) Act 1976 where (a) the application is for no more than 2 AWP machines and (b) no objections have been received. |

Street Trader’s Licence - James Hagen |

Councillor Tucker declared an interest in this item and left the meeting at this point. |

There was submitted a report dated 1 April 2004 by the Director of Corporate Services on an application for a Street Trader’s Licence by James Hagen to allow him to operate a snack van in Gareloch Road, Port Glasgow between the hours of 8am and 2pm daily. It was noted that the Head of Transportation & Roads Service had previously objected to the application but provided that the snack van was moved to an alternative trading location further along the road as indicated in Appendix 4 of the report, he would withdraw his objection. It was also noted that an objection had been received from Ms C Bratton, owner of the shop at 94-96 Bridgend Avenue, Port Glasgow. The Panel heard the Head of Transportation & Roads Service and Ms Bratton in support of her objection. The Panel also heard Mr Hagen. |

Decided: that the application be granted subject to the Council’s standard conditions of licence for the new location identified in Appendix 4 of the report viz. on Gareloch Road outside the North Face factory unit. |
|
|
Councillor Tucker returned to the meeting. |
|
|
It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, that the public and press be excluded from the meeting for the following items of business on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act. |

Taxi Operator’s Licence - John Hardie |

There was submitted a report by the Director of Corporate Services on an application by Mr John Hardie for the grant of a Taxi Licence which would be used to make available to the public a vehicle specially adapted for use by the disabled. The Panel heard Mr Hardie in support of his application. |

|
Decided: that the application be granted to allow Mr Hardie to operate a vehicle specially adapted as a taxi suitable for disabled persons subject to the Council’s standard conditions and the special conditions set out in Appendix 2 of the report. |

Taxi Licence - David Turner |

There was submitted a report by the Corporate Services on an application for a Taxi Licence by David Turner for the grant of a Taxi Licence which would be used to make available to the public a vehicle specially adapted for use by the disabled. The Panel heard Mr Turner in support of his application. |

Decided: that the application be granted to allow Mr Turner to operate a specially adapted as a taxi suitable for disabled persons subject to the Council’s standard conditions and the special conditions set out in Appendix 2 of the report. |

Taxi Driver’s Licence - Robert McCabe |

There was submitted a report dated 18 March 2004 by the Director of Corporate Services on an application for a Taxi Driver’s Licence by Robert McCabe following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions. It was noted that this application had been continued from the previous meeting to allow the applicant’s representative to attend the meeting. The applicant advised that again his representative was unable to attend and requested that the Panel consider continuing his application to its next meeting. |

Decided: that the application be continued to the next meeting of the Panel to allow the applicant’s representative to attend the meeting. |

Taxi Driver’s Licence - Anthony Marc Steele |

Councillor Moran declared an interest in this item and left the meeting at this point. |

There was submitted a report dated 19 March 2004 by the Director of Corporate Services on an application for a Taxi Driver’s Licence by Anthony Marc Steele following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction. The Panel heard Superintendent Gordon and Mr Steele. |

There was submitted a report dated 19 March 2004 by the Director of Corporate Services on an application for a Taxi Driver’s Licence by Alexander Paton following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction. The Panel heard Superintendent Gordon, Mr Wright, agent for the applicant and the applicant. |

There was submitted a report dated 24 March 2004 by the Director of Corporate Services on an application for a Taxi Driver’s Licence by Barry Cannon following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Superintendent Gordon and Mr Cannon. |

Request for Suspension of Taxi Driver’s Licence - Frank Collins |

Councillor Nimmo returned to the meeting. |

There was submitted a report dated 2 April 2004 by the Director of Corporate Services advising that the licence held by Mr Collins had been suspended on 12 March 2004 for a period not exceeding 6 weeks following consultation with Councillors Snoddy, Nimmo and McCormick following an adverse report from the Council’s Medical Adviser. The report requested the Panel to consider the further suspension of the Taxi Driver’s Licence. |

Decided: that the licence be suspended immediately for the remainder of its term. |

There was submitted a report dated 2 April 2004 by the Director of Corporate Services on an application for a Taxi Driver’s Licence by Frank Collins following an adverse report made by the Council’s Medical Adviser. |
