Application for Street Trader's Licence
656
Mark O'Neill
There was submitted a report dated 29 August 2003 by the Director of Legal and Support
Services on an application for a Street Trader's Licence by Mark O'Neill to allow him to
operate a snack van in Anderson Street, Port Glasgow between the hours of 7am and
3pm on Mondays to Saturdays. Objections had been lodged by the Head of
Transportation and Roads Service and Councillor Stewart on the basis that the operation
of the snack van at Anderson Street would be a cause of traffic congestion to the
detriment of road safety. The Panel heard Mr O'Neill in support of his application. The
Panel adjourned its meeting at 3.10 pm to consider the application in private and
re-convened at 3.30 pm.
Following discussion Councillor McKenzie moved that the application be granted for one
year. As an amendment Councillor White moved that the application be refused. On a
vote 3 Members voted for the motion and 3 for the amendment. There being equality in
voting, the Chairman exercised his casting vote in favour of the amendment which was
declared carried.
Decided: that the application be refused.
