Application for Street Trader's Licence

Mark O'Neill

656

There was submitted a report dated 29 August 2003 by the Director of Legal and Support Services on an application for a Street Trader's Licence by Mark O'Neill to allow him to operate a snack van in Anderson Street, Port Glasgow between the hours of 7am and 3pm on Mondays to Saturdays.  Objections had been lodged by the Head of Transportation and Roads Service and Councillor Stewart on the basis that the operation of the snack van at Anderson Street would be a cause of traffic congestion to the detriment of road safety.  The Panel heard Mr O'Neill in support of his application.  The Panel adjourned its meeting at 3.10 pm to consider the application in private and re-convened at 3.30 pm.

Following discussion Councillor McKenzie moved that the application be granted for one year.  As an amendment Councillor White moved that the application be refused.  On a vote 3 Members voted for the motion and 3 for the amendment.  There being equality in voting, the Chairman exercised his casting vote in favour of the amendment which was declared carried.

Decided:  that the application be refused.
