The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.

Application for Variation of Public Entertainment Licence:  Nobles Amusements, 7 West Blackhall Street, Greenock

There was submitted a report dated 16 May 2003 by the Director of Legal & Support Services on an application for a variation of a public entertainment licence by MPM Investments to vary the hours of operation to allow the premises to open on Monday to Saturday between 8.00 am (currently 9.00 am) and 10.00 pm.  It was noted that the applicant had received planning permission.

Mr Batters, agent, appeared on behalf of the applicant and was heard in support of the application.  The meeting was adjourned at 3.10 pm to allow the Panel to consider the application in private.  The meeting was re-convened at 3.20 pm, and the applicant's agent and the public were re-admitted.

 

 

Decided:  that the application be granted.

Application for Street Trader's Licence:  Joseph Jardine

There was submitted a report dated 16 May 2003 by the Director of Legal & Support Services on an application for a street trader's licence by Joseph Jardine to allow him to operate a snack van at Woodhall Terrace, Port Glasgow.  The Board heard Ms Gordon, agent for the applicant, and Mr Jardine in support of the application.  Following discussion, Councillor McCormick (M) moved that the application be granted for the maximum period of three years.  As an amendment, Councillor McKenzie moved that the application be granted for one year.  On a vote, 1 Member voted for the amendment and 4 for the motion which was declared carried.

 

 

Decided:  that the application be granted for the maximum period of three years.

Application for Street Trader's Licence:  Jean Ann Benson

Councillor Nimmo entered the meeting at 3.30 pm.

 

 

Councillor Snoddy declared an interest in respect of this application and Councillor Gallacher took the chair for this item.

 

 

There was submitted a report dated 19 May 2003 by the Director of Legal & Support Services on an application for a street trader's licence by Jean Ann Benson to allow her to operate a snack van at the War Memorial car park, Inverkip between the hours of 9.00 am and 5.00 pm on Saturdays and Sundays.  The Panel heard Mrs Benson in support of her application.

 

 

Decided:  that it be remitted to the Director of Legal & Support Services to apply to the Sheriff for an extension to the six-month period for dealing with the application to allow the applicant to apply for planning permission to site her vehicle at the location and to allow the application to be advertised.

Taxi Ranks within Port Glasgow Town Centre

There was submitted a report dated 13 May 2003 by the Director of Legal & Support Services requesting the Panel to consider adjustments to the designation of two of the taxi ranks within Port Glasgow town centre as a consequence of a proposed Traffic Regulation Order following on from the completion of the environmental improvement scheme carried out in the town centre.

 

 

Decided:  that it be remitted to the Director of Legal & Support Services to carry out the relevant statutory procedure with regard to amending the designation of the ranks at Station Road and Scarlow Street, Port Glasgow and report on the outcome to the Panel.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following item of business on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Taxi Driver's Licence:  Peter Bonnar McGartland

There was submitted a report dated 13 May 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by Peter Bonnar McGartland following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his conduct.
