The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.

Application for Variation of Public Entertainment Licence:  Nobles Amusements, 7 West Blackhall Street, Greenock

There was submitted a report dated 7 February 2003 by the Director of Legal & Support Services on an application by MPM Investments to vary the hours of operation to allow the premises to open on Monday to Saturday between 8.00 am (currently 9.00 am) and 10.00 pm.

 

 

Decided:  that the application be refused.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following items of business on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.

Application for Taxi Driver's Licence:  Michael William Gavin

There was submitted a report dated 18 February 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by Michael William Gavin following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conduct.

 

 

Decided:  that the application be refused.

Application for Taxi Driver's Licence:  James Cummings

There was submitted a report dated 13 February 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by James Cummings following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Gordon, Mr Kennedy, agent for the applicant, and Mr Cummings.

 

 

Decided:  that the application be granted.

Application for Taxi Driver's Licence:  Allan MacGillivray

There was submitted a report dated 13 February 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by Allan MacGillivray following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction.

 

 

Decided:  that the application be refused.

There was submitted a report dated 13 February 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by Thomas Ralph Docherty following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Gordon, Mr Sweeney, agent for the applicant, and Mr Docherty.

 

 

Decided:  that the application be granted.

There was submitted a report dated 18 February 2003 by the Director of Legal & Support Services on an application for a taxi driver's licence by Thomas Greene following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Gordon and Mr Greene.

Advertising within Taxis and Private Hire Cars

There was submitted a report dated 3 March 2003 by the Director of Legal & Support Services following a request from a company for permission to have advertisements not only on the rear of head restraints but also on the rear of the front seats within taxis and private hire vehicles.

 

 

Decided:  that the request be refused.
