Application for Taxi Licence:
Joseph Phillips |

There was submitted a report dated 28 June 2000 by the Director of Legal & Support Services on an application for a Taxi Licence by Joseph Phillips who had omitted to make timeous application for his licence to be renewed before its expiry on 31 May 2000. The report advised that Mr Phillips' licence was granted following the use of the emergency powers procedure under Standing Order 66(a). Noted |

It was agreed in terms of Section 50(A)(4) of the Local Government
(Scotland) Act 1973 as amended, that the public and press be excluded from
the meeting during consideration of the following items of business on the
grounds that the business involved the likely disclosure of exempt information
as defined in paragraph 6 of Part I of Schedule 7(A) of the Act. |

Application for Taxi Driver's Licence: Robert O'Neill |

There was submitted a report dated 12 July 2000 by the Director of Legal & Support Services on an application by Robert O'Neill for a Taxi Driver's Licence. Councillor Morrison (D) declared an interest in this item and took no part in its consideration or decision. Councillor Morrison (D) vacated the Chair and Councillor McCormick presided for consideration of this item. The report detailed the Panel's previous decisions with regard to the licences previously held by Mr O'Neill and a representation received from the Chief Constable. The Panel heard Chief Superintendent Murray, Mr Gallacher, agent for the applicant, the applicant and the Support Services Manager who all withdrew to allow the Panel to consider its decision. Decided: that the application be refused. |

Application for Taxi Driver's Licence: Charles Travers |

There was submitted a report by the Director of Legal & Support Services on an application for a Taxi Driver's Licence by Charles Travers. The report set out the previous decisions of the Panel with regard to the licences held previously by Mr Travers and included a representation by the Chief Constable. The Panel heard Mr Munro, agent for the applicant, and the Support Services Manager regarding Mr Munro's request for consideration of the application to take place at an adjourned meeting. Decided: that the application be considered at the next meeting of the Panel to be held on 31 August 2000. |

There was submitted a report dated 4 July 2000 by the Director of Legal & Support Services on an application for a Taxi Driver's Licence by Jason Mackay following (a) an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions and (b) a report by the Council's Medical Adviser. Decided: that the application be refused. |

There was submitted a report dated 22 June 2000 by the Director of Legal & Support Services on an application for a Taxi Driver's Licence by Irene Meechan following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of her previous convictions. The Panel heard Chief Superintendent Murray, Mr Sweeney, agent for the applicant, and the applicant. Decided: that the application be refused. |

Applications for Private Hire Car Operator's Licences: Graeme Auld |

There was submitted a report dated 26 June 2000 on (a) an application to renew a Private Hire Car Operator's Licence and (b) the grant of a new Private Hire Car Operator's Licence by Graeme Auld following an objection to the applications by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction. After discussion, Councillor Morrison (D) moved that the applications be granted. As an amendment, Councillor Morrison (M) moved that the applications be refused. On a vote, 1 Member voted for the amendment and 4 for the motion which was declared carried. Decided: that the applications be granted. |
