In attendance:- Mr H McNeilly (for the Director of Legal and Support Services) and the Director of Central Services.
Apologies for absence were intimated on behalf of Councillors Calvert, Morrison (M), Mulholland, McCormick and Rebecchi.
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.
1015 APPLICATION FOR TAXI LICENCE: WILLIAM McGRORY 1015
SUBMITTED: Report by the Director of Legal and Support Services on an application for a Taxi Licence by William McGrory. The report advised that Mr McGrory had omitted to make timeous application for renewal of his Taxi Licence prior to its expiry and that, following consultation with the Chief Executive, Councillors Morrison (D), McCormick and Rebecchi, the Taxi Licence was granted under Standing Order 66(a).

1016 APPLICATION FOR TAXI LICENCE: BRIAN McWILLIAMS 1016
SUBMITTED: Report dated 5 October 1999 by the Director of Legal and Support Services on an application for a Taxi Licence by Brian McWilliams. The report advised that Mr McWilliams had omitted to make timeous application for renewal of his Taxi Licence prior to its expiry and that, following consultation with the Chief Executive, Councillors Morrison (D), McCormick and Rebecchi, the Taxi Licence was granted under Standing Order 66(a).

SUBMITTED: Report dated 6 October 1999 by the Director of Legal and Support Services advising of the results of the statutory consultation exercise and subsequent action taken in respect of the Taxi Fares Review.
DECIDED: That it be remitted to the Director of Central Services to make the necessary arrangements to implement the new taxi fare scales as follows with effect from Sunday 21 November 1999:-
TARIFF 1 Hirings from ranks or ‘flag’ hirings begun between 6 am and

Initial charge (1,503 yards or part thereof) £1.50
Subsequent charge (each additional 188 yards or part thereof) 10p

1018 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 1018
On the motion of the Convener, it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.
1019 APPLICATION FOR TAXI DRIVER’S LICENCE: EDWARD STEWART TOYE 1019
The applicant had requested that consideration of his application be continued until the next meeting of the Panel and this was agreed.
1020 APPLICATION FOR TAXI DRIVER’S LICENCE: HUGH DOAK 1020
SUBMITTED: Report dated 20 September 1999 by the Director of Legal and Support Services on an application for a Taxi Driver’s Licence by Hugh Doak. The report advised that the applicant had failed to respond to correspondence requesting that he be examined by the Council’s Medical Adviser.
DECIDED: That the application be refused.
1021 APPLICATION FOR TAXI DRIVER’S LICENCE: STEPHEN GIBBONS 1021
SUBMITTED: Report dated 24 September 1999 by the Director of Legal and Support Services on an application for a Taxi Driver’s Licence by Stephen Gibbons following an objection by the Chief Constable that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Chief Superintendent O’Connell and Mr Gibbons.
DECIDED: That the application be granted.
