LICENSING AND REGISTRATION PANEL

Present:- Councillors Clocherty, Roach, Nimmo, Sir Simpson Stevenson and Rebecchi, Councillor Roach, Vice-Convener, in the Chair.
In attendance:- The Director of Central Services, Mr H McNeilly (for the Executive Director Legal, Information & Support Services), Mr A McGaffin (for the Chief Environmental Services Officer) and Mr F Williamson (for the Director of Planning).
Apologies for absence were intimated on behalf of Councillors Calvert and Morrison (D).
The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.
1276 ADDITIONAL AGENDA ITEM 1276
The Vice-Convener referred to a report by the Director of Central Services on the arrangements for the position of stewards at Cappielow Football Park, Greenock. The Vice-Convener indicated that consideration of the item was urgent to allow the appropriate action to be taken and moved that the item be added to the Agenda. This was unanimously agreed in terms of the relevant Standing Order.

SUBMITTED: Report dated 18 November 1998 by the Director of Central Services advising that authority had been received using the procedure under Standing Order 66 to grant a Second Hand Dealer's Licence to Leigh Woodroffe to allow the sale of second-hand cars from premises at 4 Anderson Street, Port Glasgow.

SUBMITTED: Report dated 17 November 1998 by the Director of Central Services on an application for a Late Hours Catering Licence by Ah Chuen Shek to allow the operation of a hot food takeaway between the hours of 11.00 pm and 12.00 midnight on Sundays to Thursdays and between 11.00 pm and 1.00 am on Fridays and Saturdays at the premises at 81 Shore Street, Gourock. Letters of objection to the application were received from Mr & Mrs F McEleny and Mr E Blackley. The Panel heard Ms Gordon, agent for the applicant, in support of the application and Mr McEleny in support of his objection.
DECIDED: That the application be granted between 11.00 pm and 12.00 midnight daily for a period of 12 months.

SUBMITTED: Report dated 20 November 1998 by the Director of Central Services on an application for a Late Hours Catering Licence by Steven Li to allow the operation of a hot food takeaway between the hours of 11.00 pm and 12.00 midnight on Sundays; 11.00 pm and 12.30 am on Mondays, Wednesdays and Thursdays; and 11.00 pm and 1.00 am on Fridays and Saturdays at the premises known as 16 Newton Street, Greenock.
It was noted that as at the date of the meeting no objections or comments had been received in response to the application.
DECIDED: That authority be delegated to the Director of Central Services to grant the application as sought provided that no objections are received during the remainder of the statutory consultation period.

1283 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 1283
On the motion of the Vice-Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item.

1284 REQUEST FOR SUSPENSION OF LATE HOURS CATERING LICENCE: 1284

GREY PLACE, GREENOCK
SUBMITTED: Report dated 12 November 1998 by the Director of Central Services requesting the Panel to consider the suspension of the Late Hours Catering Licence held by Mrs Asamt Begum for premises at Buyrite, 13 Grey Place, Greenock on the grounds that the licenceholder has contravened condition 1(b) of the licence. The Panel heard the Director of Central Services and Mr A McGaffin for the Chief Environmental Services Officer on the nature of the contravention. It was noted that the licenceholder had not responded to intimation of the hearing and was not present.
DECIDED: That the licence be suspended immediately for the remainder of its period, viz 7 September 2001.
1285 APPLICATION FOR TAXI DRIVER'S LICENCE: SEAN KANE 1285
SUBMITTED: Report dated 20 November 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Sean Kane following an objection by the Chief Constable on the grounds that the applicant was not a fit and proper person to hold such a licence by virtue of his previous convictions.
DECIDED: That the application be refused.
1286 APPLICATION FOR TAXI DRIVER'S LICENCE: CHARLES BRADLEY 1286
SUBMITTED: Report dated 10 November 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Charles Bradley following an objection by the Chief Constable that the applicant was not a fit and proper person to hold such a licence by virtue of his previous conviction. The Panel heard Superintendent Fleming and Mr Bradley.
DECIDED: That the application be granted.
1287 SAFETY OF SPORTS GROUNDS ACT 1975: CAPPIELOW PARK, GREENOCK 1287
There was submitted a report by the Director of Central Services requesting the Panel to consider the Chief Constable's concerns with regard to the stewarding requirements at Cappielow Park, Greenock and the Panel agreed that authority be delegated to the Director of Central Services subject to the usual consultations with the appropriate Members to take the necessary action, all as detailed in the Appendix.
