The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.
680 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 680
On the motion of the Chairman it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item:-

681 TAXI LICENCES FOR INVERKIP AND WEMYSS BAY - 681
APPLICATIONS FOR VARIATION
SUBMITTED: Report dated 28 May 1998 by the Director of Central Services on applications for variation of taxi licences by Mr Charles Lambert and Mr William Greer to allow them to pick up passengers if flagged down (although not from a taxi rank or stance) within the remainder of Inverclyde for the purpose of return journeys to the Inverkip and Wemyss Bay area.
The Panel heard Mr Lambert and Mr Greer in support of their applications. Following discussion, Councillor Sir Simpson Stevenson moved that the applications for variation be granted in accordance with the proposal set out in the conclusion of the report. As an amendment, Councillor Morrison moved that the applications be refused. On a vote 2 Members voted for the amendment and 4 for the motion which was declared carried.
DECIDED:
(a) That the applications for variation of licence by Mr Lambert and Mr Greer be granted to permit the pick up of passengers on return journeys from the remainder of Inverclyde to Inverkip and Wemyss Bay but that the variation not extend to a right to use taxi ranks or stances outwith Inverkip and Wemyss Bay; and
(b) That authority be delegated to the Director of Central Services, in response to any subsequent application, to vary in accordance with the previous decision the third remaining licence for Inverkip and Wemyss Bay currently held by Mr Greer.
682 CUTTY SARK TALL SHIPS RACE 1999 - STREET TRADER'S LICENCES 682
SUBMITTED: Report dated 4 June 1998 by the Director of Central Services on proposals to deal with current and future Street Trader's Licences to permit trading during the periods before and after the visit of the Tall Ships and to leave areas directly affected by the event "free" for the issue of Street Trader's Licences for the event only.
DECIDED:
(a) That the proposed condition for incorporation into Street Trader's Licences which otherwise would conflict with the requirements of the Tall Ships Race in July/August 1999 be approved as follows:-
"It is an express condition of this licence that the street trading hereby permitted shall exclude expressly trading within the Tall Ships Event areas all as shown outlined and hatched on the plan attached hereto during the period 23 July to 9 August 1999 inclusive and that any vehicle, kiosk or moveable stall used to carry out trading under this licence shall not be permitted to sit within the said Tall Ships Event areas during the said period";
(b) That authority be delegated to the Director of Central Services to incorporate the condition into those licences previously issued on an interim basis and into future licences in the appropriate circumstances, taking account of the terms of his report; and
(c) That it be remitted to the Director of Central Services to intimate to all affected existing licence holders the Council's intention to vary their licences by the addition of that condition and to offer them the opportunity of a hearing at the Panel's next meeting on 4 August 1998.
