The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.
418 ADDITIONAL AGENDA ITEM 418
The Convener referred to a report by the Director of Central Services on proposals regarding the inspection of vehicles licensed as taxis or private hire cars. The Convener indicated that consideration of the item was urgent to allow the Director of Central Services to consult with the taxi trade on the proposals, if agreed by the Panel. This was unanimously agreed in terms of the relevant Standing Order.

BILL BRYDEN, 179 INVERKIP ROAD, GREENOCK
SUBMITTED: Report dated 10 March 1998 by the Director of Central Services advising that authority had been received using the procedure under Standing Order 66 to grant a Second Hand Dealer's Licence to Bill Bryden Cars Limited to allow the sale of second hand vehicles at premises at 179 Inverkip Road, Greenock.

SUBMITTED: Report dated 31 March 1998 by the Director of Central Services on an application for a Street Trader's Licence by William Nicol to allow him to trade from the existing mobile snack bar at Hunter Place Car Park, Greenock between the hours of 11 pm and 3 am on Thursdays to Sundays.
DECIDED: That the application be granted with the licence to run until 11 August 2000, concurrent with the licence previously granted for this time and location.

SUBMITTED: Report dated 31 March 1998 by the Director of Central Services on an application for a Permit for Amusement with Prizes Machines by Bourne Leisure Group in respect of the premises known as the Entertainment Centre, Wemyss Bay.
DECIDED: That it be remitted to the Director of Central Services in consultation with Councillor Morrison (D), Councillor Roach and Councillor Nimmo to determine the application on receipt of further information.

SUBMITTED: Report dated 2 April 1998 by the Director of Central Services on an application for a Temporary Public Entertainment Licence by Greenock Arts Guild Limited to allow them to hold a light variety performance by Dominic Kirwan on Sunday 17 May 1998 between the hours of 5.00 pm and 10.30 pm at the premises at Campbell Street, Greenock.
DECIDED: That the application be granted.
424 REVIEW OF THE CIVIC GOVERNMENT (SCOTLAND) ACT 1982: 424 COSLA SURVEY
SUBMITTED: Report dated 24 March 1998 by the Director of Central Services advising that authority had been received using the procedure under Standing Order 66 to submit a further proposal to COSLA on extending licensing under Section 44 of the Act to include the provision of commercial tanning facilities.

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set out opposite each item:-

426 APPLICATION FOR PRIVATE HIRE CAR OPERATOR'S LICENCE: DUGALD MCNEILL 426
SUBMITTED: Report dated 26 March 1998 by the Director of Central Services on an application for a Private Hire Car Operator's Licence by Dugald McNeill following an objection by the Chief Constable that the applicant had convictions which were regarded as "spent" under the terms of the Rehabilitation of Offenders Act 1974, details of which the Director had requested under delegated authority and these were made part of the report for consideration. The Panel heard Chief Superintendent Stewart and Mr McNeill. Following discussions Councillor Nimmo moved that the application be refused. As an amendment Councillor Clocherty moved that the application be granted. On a vote 1 Member voted for the motion and 3 for the amendment which was declared carried.
DECIDED: That the application be granted.
427 APPLICATION FOR TAXI DRIVER'S LICENCE: THOMAS ARMOUR 427
SUBMITTED: Report dated 12 March 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Thomas Armour following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.
DECIDED: That the application be refused.
428 APPLICATION FOR TAXI DRIVER'S LICENCE: JOSEPH CAMPBELL 428
SUBMITTED: Report dated 2 April 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Joseph Campbell following an objection by the Chief Constable that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions. The applicant had convictions which were regarded as "spent" under the terms of the Rehabilitation of Offenders Act 1974 and the Director of Central Services had agreed under delegated authority to request details of such convictions in response to the Chief Constable's previous intimation and these were made part of the report for consideration.
DECIDED: That the application be refused.
429 STREET TRADER'S LICENCES: REVIEW OF CONDITIONS 429
SUBMITTED: Report dated 27 February 1998 by the Director of Central Services advising of the action taken under Standing Order 66 to delegate authority to the Director of Central Services to issue Street Trader's Licences for a period of 6 months only on the current standard conditions to permit a review of the requirements of the Tall Ships Event in July/August 1999 and that he submit a detailed report on the requirements of the Tall Ships Event as soon as possible.

There was submitted a report by the Director of Central Services on proposals regarding the inspection of vehicles licensed as taxis or private hire cars and the Panel agreed that the representatives of the taxi trade be consulted on the proposal, all as detailed in the Appendix.
