Apologies for absence were intimated on behalf of Councillors Clocherty and Sir Simpson Stevenson.

 

The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.

 

   756      APPLICATION FOR SECOND HAND DEALER'S LICENCE -                                                          756

14 ROBERTSON STREET, GREENOCK

 

SUBMITTED:  Report dated 26 June 1998 by the Director of Central Services on an application for a Second Hand Dealer's Licence by Wilfred Hall to allow him to sell second-hand cars from premises at 14 Robertson Street, Greenock.  An objection to this application had been received from Mr M Anderson and was considered by the Panel.

DECIDED:  That the application be granted.

 

   757      APPLICATION FOR LATE HOURS CATERING LICENCE -                                                             757

SUBMITTED:  Report dated 23 July 1998 by the Director of Central Services on an application for a Late Hours Catering Licence by Waqar Bhatti to allow the operation of a hot food takeaway between the hours of 11.00 pm and 12 midnight on Sundays to Thursdays and between 11.00 pm and 1.00 am on Fridays and Saturdays at premises at 132 Drumfrochar Road, Greenock.  A letter of objection to this application had been received from Mr J O'Connor and was considered by the Panel.

DECIDED:  That the application be granted.

 

   758      APPLICATION FOR METAL DEALER'S LICENCE - ANDREW HUNTER:                                      758

CLYDE METALS, UPPER INGLESTON STREET, GREENOCK

 

SUBMITTED:  Report dated 15 July 1998 by the Director of Central Services on an application for a Metal Dealer's Licence by Andrew Hunter to allow him to operate as a metal dealer from premises at 3 Upper Ingleston Street, Greenock.

Arising from discussion of the previous item, it was agreed that authority be delegated to the Director of Central Services to issue Metal Dealer's Licences in response to applications for premises where a licence is already in existence and no objection or other reason for refusal has been lodged in respect of the applicant.

 

   760      APPLICATIONS FOR TEMPORARY PUBLIC ENTERTAINMENT LICENCE -                               760

GREENOCK ARTS GUILD, CAMPBELL STREET, GREENOCK

 

SUBMITTED:  Report dated 21 July 1998 by the Director of Central Services on an application for a Temporary Public Entertainment Licence by Greenock Arts Guild Ltd in respect of premises at Campbell Street, Greenock to permit them to hold (i) the children's show "The Singing Kettle" on Sunday 20 September 1998 between the hours of 10.00 am and 10.30 pm and (ii) the "One Act Plays" on Saturday 17 November 1998 between the hours of 12 midnight and 1.00 am.

DECIDED:  That the applications be granted.

 

   761      REVIEW OF TAXI FARES                                                                                                                    761

 

SUBMITTED:  Report dated 21 July 1998 by the Director of Central Services on proposals by the Lower Clyde Taxi Fares Association and other members of the taxi trade on the level of taxi fares following the informal consultation process so that any revision of the existing fare scales would be implemented in November.

DECIDED:

(a)  That, for the purposes of public consultation, the Council's proposals for a review of the taxi fare scales be a 5% increase on all three tariffs;  and

(b)  That it be remitted to the Director of Central Services to arrange a meeting between the Chairman, Councillor Roach and a Member of the Minority Groups and the Lower Clyde Taxi Owners Association to discuss (i) revisal of the format of the taxi fare scales to inform the public better on the cost of a journey and (ii) the Association's concern as to the use of Tariff 1 of the fare scales by private hire cars fitted with a taximeter.

 

   762      STREET TRADER'S LICENCES:  CUTTY SARK TALL SHIPS RACE 1999                                      762

 

SUBMITTED:  Report dated 15 July 1998 by the Director of Central Services advising that all street traders affected by the Tall Ships Race in 1999 had been advised of the Council's intention to vary their licences by the addition of a particular condition to take account of the event and to offer the licenceholders the opportunity of a hearing at the meeting.  It was noted that no licenceholders were in attendance at the meeting.

DECIDED:  That the following condition be added to the Street Trader Licences held by the licenceholders identified in the report as follows:-

"It is an express condition of this Licence that the street trading hereby permitted shall exclude expressly trading within the Tall Ships event areas all as shown outlined and hatched on the plan attached hereto during the period 23 July to 9 August 1999 inclusive and that any vehicle, kiosk or movable stall used to carry out trading under this Licence shall not be permitted to sit within the said Tall Ships event areas during the said period."


   763      APPLICATION FOR TAXI LICENCE:  PAUL McDONALD                                                               763

 

SUBMITTED:  Report dated 21 July 1998 by the Director of Central Services on an application for a Taxi Licence by Paul McDonald.  The report advised that Mr McDonald had omitted to make timeous application for renewal of his taxi licence prior to its expiry on 31 May 1998 and advised that the application had been granted using the procedure under Standing Order 66.

SUBMITTED:  Report dated 21 July 1998 by the Director of Central Services on an application for a Taxi Licence by Ian Campbell.  The report advised that Mr Campbell had omitted to make timeous application for renewal of his licence before its expiry on 31 May 1998 and advised that the application had been granted using the procedure under Standing Order 66.

   765      APPLICATION FOR BOAT HIRE LICENCE:  ELAINE WATT                                                           765

 

SUBMITTED:  Report dated 30 July 1998 by the Director of Central Services on an application for a Boat Hire Licence by Elaine Watt.  The report advised that the applicant had still to obtain the necessary public liability insurance cover amounting to £2M.

DECIDED:  That a licence be granted on the conditions detailed in the report following receipt by the Council of satisfactory evidence of the required public liability insurance cover.

 

   766      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                    766

 

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item.

   767      SAFETY OF SPORTS GROUNDS ACT 1975:  CAPPIELOW PARK, GREENOCK                          767

 

SUBMITTED:  Report dated 28 July 1998 by the Director of Central Services advising of the progress of works in the refurbishment of the Main Stand at Cappielow Park and the determination of a new capacity for that Stand as a consequence of the redevelopment.  The report advised that there were outstanding works to be carried out and that Greenock Morton Football Club had been asked to submit a timetable for the completion of the outstanding works and to provide the Council with further information on the Club's safety policy.

DECIDED:  That the contents of the report be noted and that authority be delegated to the Director of Central Services following consultation with the relevant Departments and the Chairman, Councillor Roach and a member of the Minority Groups to issue prohibition notices in respect of the whole or appropriate sections of the Main Stand in order to ensure spectator safety if the works have not been completed by Tuesday 18 August 1998.

SUBMITTED:  Report dated 10 July 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Richard McCartney following an objection by the Chief Constable that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.

DECIDED:  That the application be refused.

SUBMITTED:  Report dated 7 July 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by Thomas Joseph Campbell following an objection by the Chief Constable that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.

DECIDED:  That the application be refused.

SUBMITTED:  Report dated 13 July 1998 by the Director of Central Services on an application for a Taxi Driver's Licence by George Robert Campbell following an objection by the Chief Constable that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.  The Panel heard Superintendent Fleming and Mr Campbell.
