1303 APPLICATION FOR SECOND-HAND DEALER'S LICENCE: 1303
24 ARDGOWAN STREET, PORT GLASGOW
SUBMITTED: Report dated 10 November 1997 by the Director of Central Services advising that authority had been received using the procedure under Standing Order 66 to grant a Second-Hand Dealer's Licence to James Easdale to allow him to sell second-hand car parts at premises at 24 Ardgowan Street, Port Glasgow.

SUBMITTED: Report dated 10 November 1997 by the Director of Central Services advising that authority had been received using the procedure under Standing Order 66 to grant a Second-Hand Dealer's Licence to Aldo & Giulio Baldi to allow them to sell second-hand musical instruments at premises at 8 Jamaica Street, Greenock.

1305 LICENSING OF CAR AUCTION MARKETS 1305
SUBMITTED: Report dated 10 November 1997 by the Chief Consumer Protection and Trading Standards Officer advocating support for the extension of licensing under the Civic Government (Scotland) Act 1982 to the holding of motor auctions.
DECIDED: That the contents of the report be noted and that it be remitted to the Chief Consumer Protection and Trading Standards Officer to approach COSLA requesting that the organisation supports an approach to the Secretary of State for Trade & Industry to seek an order by statutory instrument to include motor auctions as an additional licensable activity under Section 44 of the Civic Government (Scotland) Act 1982.
1306 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 1306
On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that
consideration of the items involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.
1307 APPLICATIONS FOR TAXI LICENCES: GRAHAM CAMPBELL 1307
SUBMITTED: Report dated 21 November 1997 by the Director of Central Services on applications from Graham Campbell for the grant of two Taxi Licences currently held in the name of Alexander Easdale but suspended by the Panel at the hearing on 14 October 1997. The Panel heard Mr Campbell in support of his applications.
DECIDED: That the applications be refused.
1308 APPLICATIONS FOR TAXI LICENCES: ALEXANDER KEAN 1308
SUBMITTED: Report dated 21 November 1997 by the Director of Central Services on applications by Alexander Kean for the grant of three Taxi Licences currently held in the name of Alexander Easdale but suspended by the Panel at the hearing on 14 October 1997.
The Panel heard Mr Bradley, agent for the applicant, and Mr Kean in support of the applications.
DECIDED: That the applications be refused.
1309 APPLICATION FOR PRIVATE HIRE CAR LICENCE: THOMAS GALLACHER 1309
SUBMITTED: Report dated 4 November 1997 by the Director of Central Services on an application for a Private Hire Car Licence by Thomas Gallacher. The report further advised that Mr Gallacher had failed to renew his existing Private Hire Car Licence timeously but that he had made his vehicle available for hire while unlicensed.
DECIDED: That the application by Mr Gallacher for the grant of a Private Hire Car Licence be refused.
1310 APPLICATION FOR TAXI DRIVER'S LICENCE: THOMAS GIVEN 1310
SUBMITTED: Report dated 6 November 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by Thomas Given following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous conviction. The Panel heard Chief Inspector Horrocks and Mr Given.
DECIDED: That the application be refused.
1311 APPLICATION FOR TAXI DRIVER'S LICENCE: MARK BLACK 1311
SUBMITTED: Report dated 6 November 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by Mark Black following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Chief Inspector Horrocks, Mr Geehan, agent for the applicant, and Mr Black.
DECIDED: That the application be granted.
1312 APPLICATION FOR TAXI DRIVER'S LICENCE: PAUL SINNAMON 1312
SUBMITTED: Report dated 6 November 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by Paul Sinnamon following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Chief Inspector Horrocks and Mr Sinnamon.
DECIDED: That the application be granted.
1313 APPLICATION FOR TAXI DRIVER'S LICENCE: THOMAS SIMPSON 1313
SUBMITTED: Report dated 6 November 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by Thomas Simpson following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions. The Panel heard Chief Inspector Horrocks, Ms Moohan, agent for the applicant, and Mr Simpson.
Following discussion, Councillor Morrison (D) moved that the application be granted. As an amendment, Councillor Calvert moved that the application be refused. On a vote, 1 Member voted for the motion and 4 for the amendment which was declared carried.
DECIDED: That the application be refused.

SUBMITTED: Report dated 6 November 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by James McGeachy following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.
