The following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Panel.
964 APPLICATION FOR LATE HOURS CATERING LICENCE: UNIT 2, RAVENSCRAIG 964
SHOPPING CENTRE, GREENOCK
SUBMITTED: Report dated 19 August 1997 by the Director of Central Services on an application for a Late Hours Catering Licence by Peter Hau to allow the operation of a hot food takeaway between the hours of 11.00 pm and 12 midnight daily at the premises known as Unit 2, Ravenscraig Shopping Centre, Greenock.
DECIDED: That the application be granted.
965 APPLICATION FOR LATE HOURS CATERING LICENCE: LUCKY HOUSE, 965
83/84 SHORE STREET, GOUROCK
SUBMITTED: Report dated 19 August 1997 by the Director of Central Services on an application for a Late Hours Catering Licence by Lau Fong Chan to allow the operation of a hot food takeaway between the hours of 11.00 pm and 12 midnight on Sundays to Thursdays and between 11.00 pm and 1.00 am on Fridays and Saturdays at the premises known as Lucky House, 83/84 Shore Street, Gourock. The Panel considered a representation by the Chief Environmental Health Officer with regard to the premises. After consideration, Councillor Morrison (D) moved that, subject to the satisfactory completion and testing of grease traps in drainage with the approval of the Chief Environmental Services Officer, the application be granted as sought. As an amendment, Councillor Roach moved that, subject to the satisfactory completion and testing of grease traps in drainage with the approval of the Chief Environmental Services Officer, the application be granted between the hours of 11.00 pm and 11.45 pm on Sundays to Thursdays and between 11.00 pm and 12.30 am on Fridays and Saturdays . On a vote, 3 Members voted for the motion and 3 for the amendment and the Chairman, having given his casting vote, declared the motion carried.
DECIDED: That, subject to completion and testing of grease traps in drainage to the satisfaction of the Chief Environmental Services Officer, authority be delegated to the Director of Central Services to grant the application as sought.
966 APPLICATION FOR METAL DEALER'S LICENCE: JAMES EASDALE 966
SUBMITTED: Report dated 20 August 1997 by the Director of Central Services on an application for renewal of a Metal Dealer's Licence by James Easdale to allow him to carry on
business as a Metal Dealer from premises at 3 Upper Ingleston Street, Greenock between the hours of 8.00 am and 5.00 pm on Mondays to Fridays and between 9.00 am and 12 midday on Saturdays.
DECIDED: That the application be granted.
967 APPLICATION FOR PUBLIC ENTERTAINMENT LICENCE: GREENOCK ARTS 967

SUBMITTED: Report dated 20 August 1997 by the Director of Central Services on an application for a Public Entertainment Licence by Greenock Arts Guild Ltd to allow various performances to take place between the hours of 10.00 am and midnight on Mondays to Saturdays.
DECIDED: That the application be granted subject to the detailed conditions of the previous licence for the period of three years.

SUBMITTED: Report dated 20 August 1997 by the Director of Central Services on an application for a licence under the Cinemas Act 1985 from Mrs Mary Stewart on behalf of Robert W Gilmour and Phillip Pittman trading as West Coast Cinemas, 41 John Street, Dunoon for the use of the four-screen cinema complex known as The Waterfront, Customhouse Way, Greenock.
DECIDED: That the application be granted subject to the detailed conditions specified in the report for the period of one year.
969 TAXI FARES REVIEW 969
SUBMITTED: Report dated 21 August 1997 by the Director of Central Services advising the Panel of the response which he had received from informal consultation with the taxi trade within Inverclyde regarding their views as to what, if any, alterations should be made to the existing fare scales and charges. The report detailed the current fare scales in force in Inverclyde and a submission from the Lower Clyde Taxi Owners Association on behalf of the taxi trade and also from two independent operators, seeking an increase of 20p in the initial charge as well as a request from the Association to amend the format of the taxi fare scales to remove the reference to "pre-booked hirings". Mr J McDonald also requested that the Panel consider (a) allowing the use of estate cars as licensed vehicles and (b) advertising in or on taxi vehicles.
DECIDED:
(a) That, for the purposes of public consultation, the Council's proposals for a review of taxi fare scales applicable to Inverclyde for the exclusive hire of a taxi be:-

(c) That it be remitted to the Director of Central Services to report on (a) the use of estate cars as licensed vehicles and (b) the current policy restricting advertising in and on licensed vehicles.
970 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 970
On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.
971 APPLICATION FOR TAXI DRIVER'S LICENCE: PETER WILSON 971
SUBMITTED: Report dated 21 July 1997 by the Director of Central Services on an application for a Taxi Driver's Licence by Peter Wilson following an objection by the Chief Constable on the grounds that the applicant is not a fit and proper person to hold such a licence by virtue of his previous convictions.
DECIDED: That the application be refused.
972 REQUEST FOR SUSPENSION OF METAL DEALER'S LICENCE: JAMES JARVIS 972
SUBMITTED: Report dated 19 August 1997 by the Director of Central Services advising of a request from the Chief Constable that the Council consider the suspension of the Metal Dealer's Licence held by James Jarvis in respect of premises at 10 Bouverie Street, Port Glasgow.
