931 CAPITAL PROGRAMME 1998/99 - FINANCIAL POSITION 931
SUBMITTED: Report dated 11 August 1998 by the Director of Finance detailing the financial position of the current and proposed projects included in the 1998/99 Capital Programme.

932 WATERFRONT LEISURE COMPLEX: REVENUE BUDGET 1998/99 932
SUBMITTED: Report dated 19 August 1998 by the Director of Leisure and Recreation requesting approval for the virement of finances within the Waterfront Leisure Complex Revenue Budget 1998/99.
DECIDED: That the virement of money as detailed in Appendix 1 of the report be approved.
933 CAPITAL PROGRAMME 1998/99: DEPARTMENT OF LEISURE AND RECREATION 933
SUBMITTED: Report dated 19 August 1998 by the Director of Leisure and Recreation advising on progress made in respect of the various capital projects since May 1998.

934 REVENUE BUDGET 1998/99 934
SUBMITTED: Report dated 26 August 1998 by the Director of Finance on the current position of the Revenue Budget as at 22 July 1998.
DECIDED:
(a) That it be remitted to the Executive Director Education Services to provide a report on alternative savings to replace the non achieved saving of £54,000 in respect of the shift allowances within Library Services;
(b) That it be remitted to the Executive Director Education Services and Director of Leisure and Recreation and to ensure all projected overspends are contained within their Departmental Budgets; and
(c) That the contents of the report be otherwise noted.
935 SPORT 21 - A NATIONAL STRATEGY FOR SPORT 935
SUBMITTED: Report dated 12 August 1998 by the Director of Leisure and Recreation advising of the publication of the Scottish Sports Council's Sport Strategy Document, Sport 21.
DECIDED:
(a) That the contents of the report be noted;
(b) That the Council support the 3 visions of a sporting Scotland identified in the strategy document;
(c) That the challenges identified in paragraph 7 of the report be acknowledged and that it be remitted to the Director of Leisure and Recreation to develop a strategic plan for sport and recreation in Inverclyde; and
(d) That it be remitted to the Director of Leisure and Recreation to submit further reports on specific implications for Inverclyde Council as a national strategy is developed and implemented on a Scotland wide basis.
936 PARKS CLIENT REPORT 936
SUBMITTED: Report dated 13 August 1998 by the Director of Leisure and Recreation advising of the grounds maintenance contractor's performance, identifying ongoing works and forecasting items which require to be addressed during the forthcoming period.
DECIDED: That the contents of the report be noted and that the actions taken to manage the grounds maintenance contract be approved.
937 LEISURE MANAGEMENT FACILITIES: STATISTICAL INFORMATION 937
SUBMITTED: Report dated 11 August 1998 by the Director of Leisure and Recreation advising of the number of users of facilities run under the Leisure Management Contract in the Department of Leisure and Recreation from the period from 1 June 1998 to 12 July 1998.
DECIDED: That the contents of the report be noted and that the action taken to ensure target attendances be approved.

SUBMITTED: Report dated 12 August 1998 by the Director of Leisure and Recreation advising of the activities and events undertaken at the various play centres in the district during the summer months.
DECIDED: That the contents of the report be noted and that it be remitted to the Director of Leisure and Recreation to provide a full report including statistical information on the performance of the playschemes in due course.

SUBMITTED: Report dated 13 August 1998 by the Director of Leisure and Recreation advising of the health and fitness developments within Inverclyde and proposals to further develop such initiatives within the area.

941 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 941
On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item:-

942 Leisure Management DSO/DLO: Revenue Budget 1998/99 942
SUBMITTED: Report dated 25 August 1998 by the Director of Finance on the position of the Revenue Budget 1998/99 as at 22 July 1998.
DECIDED: The Policy and Strategy Committee be requested to approve a supplementary revenue estimate of £57,880 in respect of the unforeseen expenditure outwith the control of the Leisure and Recreation Department.
943 WATERFRONT LEISURE COMPLEX - FIGURE SKATING CO-ORDINATOR 943
SUBMITTED: Report dated 11 August 1998 by the Director of Leisure and Recreation requesting approval to appoint a figure skating co-ordinator.
DECIDED:
(a) That the post of figure skating co-ordinator be approved for an initial period of one year and that it be remitted to the Director of Personnel Services to progress the matter through the Council's established procedures; and
(b) That it be remitted to the Director of Leisure and Recreation to report back to the Committee within the one year period with a progress report and proposals on the post's future.
