In attendance:- The Director of Central Services, the Director of Leisure and Recreation, Mr C McCrone (for the Director of Finance), Mr D Stoddart (for the Director of Property and Technical Services), Mr C Clelland (for the Director of Legal Services) and Miss J Monteith (for the Director of Education Services).

744 CAPITAL PROGRAMME 1998/99 - FINANCIAL POSITION 744
SUBMITTED: Report dated 6 July 1998 by the Director of Finance detailing the financial position of current and proposed projects included in the 1998/99 Capital Programme.

745 REVENUE BUDGET 1998/99 745
SUBMITTED: Report by the Director of Finance on the position of the Revenue Budget 1998/99 as at 24 June 1998. The Committee's attention was drawn to the projected overspend of £17,590 in terms of staff travel and subsistence costs and the Committee were advised that this arose as a consequence of the separation of these costs from the core employee costs now to be reported to the Policy and Strategy Committee.
DECIDED: That the terms of the report be noted and that a further report on the necessary compulsory savings in the Budget be submitted in due course.

SUBMITTED: Report dated 10 July 1998 by the Director of Leisure and Recreation advising of the progress made relating to the refurbishment and installation of fitness equipment within Greenock Sports Centre, Boglestone Community Centre and Gourock Outdoor Pool.

SUBMITTED: Report dated 9 July 1998 by the Director of Leisure and Recreation advising of the current condition of the paddling pools at Ashton Promenade, Gourock.
DECIDED:
(a) That it be noted that funding amounting to £75,000 would be required to replace the current paddling pools at Ashton Promenade, Gourock; and
(b) That it be remitted to the Director of Leisure and Recreation to submit a further report on options for the future use of the site to Committee in due course.

SUBMITTED: Report dated 6 July 1998 by the Director of Leisure and Recreation advising of the grounds maintenance contractors' performance, identifying ongoing works and forecasting items which require to be addressed during the forthcoming period.
DECIDED: That the contents of the report be noted and that the actions taken to manage the grounds maintenance contract be approved.
749 LEISURE MANAGEMENT FACILITIES: STATISTICAL INFORMATION 749
SUBMITTED: Report dated 10 July 1998 by the Director of Leisure and Recreation advising of the number of users for facilities run under the Leisure Management contract in the Department of Leisure and Recreation for the period from 1 April 1998 to 31 May 1998.
DECIDED: That the contents of the report be noted and that the action taken to ensure target attendances be approved.
750 SUMMER PLAY SCHEMES 750
SUBMITTED: Report dated 17 July 1998 by the Director of Leisure and Recreation advising of the activities which are taking place at children's play schemes in the district.
DECIDED: That the contents of the report be noted and that the action taken by the Director of Leisure and Recreation to promote summer activities for children within Inverclyde be approved.
751 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 751
On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as are set opposite each item.

752 WATERFRONT LEISURE COMPLEX: DEFECTS AND MODIFICATION WORKS 752
SUBMITTED: Report dated 9 July 1998 by the Director of Leisure and Recreation advising of the outstanding defects and design issues affecting the operation of the Waterfront Leisure Complex. The report advised that £7,000 was spent from the Waterfront Complex Revenue Budget to resite control equipment within the boiler room due to condensation problems.
DECIDED: That the contents of the report be noted and that the Policy and Strategy Committee be requested to charge the £7,000 expenditure from the Complex's Revenue Budget against the capital costs of the contract pending future legal action to reclaim this expenditure along with the other costs relating to the Complex.
