   579      CAPITAL PROGRAMME 1998/99:  FINANCIAL POSITION                                                             579

 

SUBMITTED:  Report dated 8 May 1998 by the Director of Finance detailing the financial position of current and proposed projects included in the 1998/99 Capital Programme.

SUBMITTED:  Report dated 8 May 1998 by the Director of Leisure and Recreation seeking authority to determine the priority for the Capital Programme for 1998/99 in accordance with the Policy and Strategy Committee's decision of 11 December 1997 (para 1386).

DECIDED:

              (a)  That the projects and priorities in respect of the 1998/99 Capital Programme be approved

(b)  That authority be delegated to the Director of Central Services in consultation with the appropriate Officers and after consultation with the Convener, Vice-Convener and a Member of the Minority Groups to accept the lowest tender received for each project provided that the tender amounts are no more than 10% greater than the approved estimates; and

(c)  That it be remitted to the Director of Leisure and Recreation to submit a further report to the Committee relating to Play Area Development as detailed in the report.

 

   581      NEW LIBRARY: THE PEOPLE'S NETWORK                                                                                      581

 

SUBMITTED:  Report dated 7 May 1998 by the Director of Education Services (i) advising of the Library and Information Commission's report "New Library: The People's Network", (ii) summarising the government's response to the report; and (iii) recommending the way forward for a public library service in Inverclyde.

DECIDED:

(a)  That the contents of the report on "New Library: The People's Network" be noted together with the government's response to the report;

(b)  That it be remitted to the appropriate Officers to bring forward proposals for developments which are in line with the concept of New Library and with Council strategy on information technology;

(c)  That it be remitted to the appropriate Officers to pursue all external sources of funding and support which become available to assist with such development; and

(d)  That Inverclyde Council be represented at a COSLA seminar on 17 June 1998 on "New Library: The People's Network".

 

   582      YOUTH TRAINING UPDATE                                                                                                               582

 

SUBMITTED:  Report dated 5 May 1998 by the Director of Leisure and Recreation advising of activities and progress made by the Youth Training Section of the Leisure and Recreation Department.

Councillor Roach declared an interest in this matter and took no part in its consideration or decision.

DECIDED:  That the service currently provided by the Youth Training Section be noted and that the areas being considered to develop the service in the future be approved.

 

   583      FOOTBALL DEVELOPMENT SCHEME                                                                                              583

 

SUBMITTED:  Report dated 1 May 1998 by the Director of Leisure and Recreation advising of the development of football within Inverclyde and also the Department's plans to further develop the scheme in the coming year.

DECIDED:

(a)  That the performance of the Leisure and Recreation Department's football development section over the last 12 months be noted;

(b)  That it be remitted to the Director of Leisure and Recreation to review the action plan for football development taking into account local and national developments in this area and report on future progress to the Committee;

(c)  That the Committee agree that the Leisure and Recreation Department will continue to progress its close liaison with the Scottish Football Association; and

(d)  That it be remitted to the Director of Leisure and Recreation to submit a report to the Committee exploring the possible development of other sports within Inverclyde.

 

   584      FITNESS CENTRES                                                                                                                               584

 

SUBMITTED:  Report dated 1 May 1998 by the Director of Leisure and Recreation advising Members of progress made relating to the refurbishment and installation of fitness equipment in Greenock Sports Centre, Boglestone Community Centre and Gourock Outdoor Pool.

DECIDED:  That the contents of the report be noted and that the reprogramming of the use of changing facilities at Boglestone Community Centre to accommodate the refurbishment of the Centre be approved.

 

   585      PARKS CLIENT REPORT                                                                                                                     585

 

SUBMITTED:  Report dated 30 April 1998 by the Director of Leisure and Recreation advising of the Grounds Maintenance Contractor's performance, identifying ongoing works and forecasting items which require to be addressed during the forthcoming period.

DECIDED:  That the contents of the report be noted and that the actions taken to manage the Grounds Maintenance Contract be approved.

 

   586      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                    586

 

On the motion of the Convener it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the meeting during consideration of the undernoted items of business on the grounds that consideration of the items involved the likely disclosure of exempt information as defined in paragraph 9 of Part I of Schedule 7(A) of the Act.

 

   587      LEISURE MANAGEMENT:  FACILITIES STATISTICAL INFORMATION                                       587

 

SUBMITTED:  Report dated 8 May 1998 by the Director of Leisure and Recreation advising of the number of users and associated income for facilities run under the Leisure Management Contract in the Department of Leisure and Recreation for the period from 9 March 1998 to 31 March 1998.

DECIDED:

(a)  That the contents of the report be noted; and

(b)  That it be remitted to the Director of Leisure and Recreation to examine an alternative format for the report for future meetings.

SUBMITTED:  Report dated 30 April 1998 by the Director of Leisure and Recreation on the progress of the Waterfront Leisure Complex.

DECIDED:  That the contents of the report be noted and that the action taken to develop the Waterfront Leisure Complex be agreed.
