Present:   Provost Rebecchi, Councillors Blair, Forbes, Fyfe, Gallacher, Hill, Hunter, McCabe, McCormick (M), McCormick (P), McKenzie, Mitchell, Moran, Nimmo, Roach, Robertson, Stewart and Tucker.

Chair:  Provost Rebecchi presided. 

In attendance:  Chief Executive, Depute Chief Executive, Director of Education Services, Director of Finance, Director of Legal & Support Services, Director of Social Work & Housing Services, Head of Personnel Services and Managing Solicitor (Committees/Contracts).

Education & Lifelong Learning Committee (Special) - 13 November 2003

Approval of the minute as a correct record was moved by Councillor Mitchell seconded by Councillor Tucker subject to amendment to the decision in respect of the paragraph entitled "Secondary Education Provision" by the addition of the following proposal:-

(xii)     that the new denominational primary school serving Inverkip and Wemyss Bay be associated with St Columba's High School.

As an amendment, Councillor Robertson seconded by Councillor McCabe moved with reference to the paragraph entitled "Secondary Education Provision" that the Council not proceed with the recommended consultation document and that the following proposals be issued for consultation (to comply with statutory requirements):-

(i)       that Wellington Academy not close in June 2004;

(ii)      that the pupils attending Wellington Academy not transfer to Greenock High School;

(iii)      that the pupils currently attending King's Glen Primary School, Lady Alice Primary School, Overton Primary School, Highlander's Academy and Oakfield Primary School continue to be associated with Wellington Academy;

(iv)     that those pupils attending Highholm Primary School be associated with Port Glasgow High School from December 2003;  and

(v)      that the new denominational primary school serving Inverkip and Wemyss Bay be associated with St Columba's High School.

On a vote, 7 Members voted for the amendment and 10 for the motion which was declared carried.

Decided:

(1)      that the minute as amended be approved;  and

(2)      that the cross-party review group on secondary education referred to in the minute comprise Councillors Mitchell, Tucker, Blair, Robertson, Roach and McCormick (M).

Approval of the minute as a correct record was moved by Councillor Blair seconded by Councillor Forbes.  Councillor Blair seconded by Councillor Forbes moved that the decision of the Committee as minuted be approved.  As an amendment to decision (1) only, Councillor Robertson seconded by Councillor McCabe moved that Councillor Robertson's motion as outlined in the minute of the Education & Lifelong Learning Committee of 13 November 2003 be agreed.  On a vote, 7 Members voted for the amendment and 9 for the motion which was declared carried.

Decided:  that the minute be approved.
