The Inverclyde Council

Present: Councillors Blair, Forbes, Fyfe, Gallacher, Hill, Hunter, McCabe, McCormick (M), McCormick (P), McKenzie, Mitchell, Moran, Nimmo, Rebecchi, Roach, Robertson, Snoddy, Stewart, Tucker and White.

In attendance:  Chief Executive, Depute Chief Executive, Director of Community & Protective Services, Director of Education Services, Director of Finance, Director of Legal & Support Services, Director of Social Work & Housing Services, Head of Personnel Services and Managing Solicitor (Committees/Contracts).

Mr R Cleary, Chief Executive, took the chair as Returning Officer.

The Rev I Johnson opened the proceedings with prayer and a minute's silence was held in memory of Councillor Robert Jackson who had died recently.

There was submitted a list of Councillors elected following the local government elections on 1 May 2003.

The Chief Executive advised that all those Members present at the meeting had executed the Declaration of Acceptance of Office.

Election of Provost

The Chief Executive called for nominations for the vacant office of Provost of Inverclyde and Councillor Blair seconded by Councillor Hill moved that Councillor Rebecchi be appointed as Provost for two years or until ceasing to be a Councillor, whichever is the earlier.  There being no further nominations, Councillor Rebecchi accepted the office of Provost, was invested with the chain of office and thereupon assumed the chair.

The Provost expressed thanks to the Council for electing him to this position and welcomed all new Members to the Council.  He advised that he looked forward to meeting the opportunities and challenges which would arise during his term as Provost.

Appointment of Depute Provost

Councillor Blair seconded by Councillor Forbes moved that Councillor Hill be appointed Depute Provost of the Council for two years or until ceasing to be a Councillor, whichever is the earlier.  There being no further nominations, Councillor Hill accepted the office of Depute Provost.

Councillor Blair seconded by Councillor Hill moved that the following Members be elected to Inverclyde Licensing Board:-

Councillors White, Hill, Forbes, Stewart, Snoddy, Hunter, Roach, McCormick (P) and Moran.

Decided:  that the Inverclyde Licensing Board be as detailed above for a period of four years or until the next ordinary election of the Council.

Nomination of Justices of the Peace (ex officio)

Councillor Blair seconded by Councillor Hill moved that the following Members serve as ex officio Justices of the Peace:-

Councillors McCormick (P), Nimmo, Stewart, Snoddy and Mitchell.

Decided:  that the ex officio Justices of the Peace be appointed as detailed above for a period of four years or until the next ordinary election of the Council.

Councillor Hill seconded by Councillor Nimmo moved that Councillor Blair be elected Leader of the Council.

Councillor Blair seconded by Councillor Forbes moved that Councillor Hill be appointed Depute Leader of the Council.

Councillor Robertson seconded by Councillor Roach moved that Councillor McCabe be appointed Leader of the Minority Groups.

Decided:  (i) that Councillor Blair be appointed Leader of the Council; (ii) that Councillor Hill be appointed Depute Leader of the Council; and (iii) that Councillor McCabe be appointed Leader of the Minority Groups.
