Decided:  that Councillor McGhee represent the Council as member on WESTRANS, with Councillor Campbell as depute member.

West Dunbartonshire Council - Opposition to Action against Iraq

There was submitted a report dated 8 November 2002 by the Director of Legal & Support Services on a request received from West Dunbartonshire Council that the Council give its support to its motion opposing military action against Iraq.

 

 

Decided:  that the request from West Dunbartonshire Council be noted.

Proposed Traffic Regulation Order - On-Street Parking Places (Without Charges) Order No 2 2002

There was submitted a report dated 7 November 2002 by the Director of Legal & Support Services relative to the making of the Traffic Regulation Order - On-Street Parking Places (Without Charges) Order No 2 2002 in terms of the Road Traffic Regulation Act 1984 and Roads (Scotland) Act 1984 and associated Regulations.  It was noted that the making of the Order had been recommended for approval by the Planning & Traffic Management Sub-Committee at the meeting on 6 November 2002.

 

 

Resolved on the motion of Councillor McGhee seconded by Councillor McCormick that "THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Section 32(1) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 to permit the provision of parking places for disabled persons who hold a badge under the Disabled Persons (Badges for Motor Vehicles) (Scotland) Regulations 2000 as amended, all as detailed in a copy of the Order forming a supplement to the principal minute hereof", and that the Head of Transportation & Roads Service and the Director of Legal & Support Services be authorised to take all necessary action in connection therewith.

Replacement of Glenburn Bridge - Use of Emergency Powers Procedure

There was submitted a report by the Depute Chief Executive advising of the use of the emergency powers procedure under Standing Order 66(b) for the approval of an additional budget allocation for the replacement of Glenburn Bridge.

 

 

Noted

 

 

The Provost, being of the opinion that the undernoted report by the Director of Finance was relevant, competent and urgent, moved its consideration to allow the Annual Accounts to be signed at the earliest opportunity. This was unanimously agreed in terms of the relevant Standing Order.

Certified Annual Accounts for the Year Ended 31 March 2002

There was submitted a report dated 18 November 2002 by the Director of Finance on the Certified Annual Accounts for the year ended 31 March 2002 in terms of the Local Government (Scotland) Act 1973.

 

 

Decided:  that the Annual Accounts for the year ended 31 March 2002 be noted and signed.

 

 

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting on the grounds that consideration of the following item involved the likely disclosure of exempt information as defined in paragraphs 6 and 8 of Part I of Schedule 7(A) of the Act and on the grounds that consideration of the item thereafter involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as detailed in the minute of the relevant Committee or Sub-Committee.

 

 

The Provost, being of the opinion that the undernoted report by the Depute Chief Executive was relevant, competent and urgent, moved its consideration to allow the Council to be informed of the use of the emergency powers procedure at the earliest opportunity as required in terms of Standing Order 66(b).  This was unanimously agreed in terms of the relevant Standing Order.
