Allocation of Additional Resources from the Scottish Executive

There was submitted a report dated 9 July 2002 by the Chief Executive on options for utilisation of the additional resources totalling £1.645m from the Scottish Executive based on the policy themes outlined by the Executive in their letter of 26 June 2002 appended to the report which had been remitted for consideration by the Council at its meeting on 27 June 2002 (para 594).

 

 

Decided:

(1)   that the list of expenditure proposals to the estimated value of £1.645m with the additional provision from Council resources of £384,000 as detailed in the Appendix to the minute be approved for submission to the Scottish Executive and that it be remitted to the Depute Chief Executive to take all necessary action in connection therewith;

(2)   that particular approval be given to the projects amounting to £384,000 as marked in the Appendix to the minute, comprising in the main spend to save initiatives, and which complement the allocation from the Scottish Executive and advance the Council's ongoing budget review priorities;

(3)   that all proposals listed be developed to tender stage as appropriate and that the works be programmed and tendered for completion throughout the financial year 2002/2003;

(4)   that delegated authority be granted to the Director of Legal & Support Services in the usual manner to accept the lowest tender received for each of the proposals as detailed in accordance with the Financial Regulations and Section 12 of the Standing Orders Relating to Contracts;

(5)   that authority be delegated to the Chief Executive to adjust the extent and nature of specific projects (as included generically within the list) to ensure (a) that the overall objectives of the Council are met and that all works are undertaken to maximise the benefit to the community and (b) that cost control is maintained to the limit under each heading by maintaining a continuous assessment of expenditure and commitment in terms of the requirements of the Council and Best Value;  and

(6)   that in order to ensure that all the current Council commitments are met and that these additional projects can be undertaken and completed within the current financial year, approval be granted, subject to the agreement of the Chief Executive, to engage such additional professional assistance as may be determined necessary.H
