Approval of the minute was moved by Councillor Robertson (A) seconded by Councillor O'Rourke subject to the suspension of Standing Orders at paragraph 931 to allow alteration to the New Deal Programme 2001/2002 through substitution of the roof repair works at Wellington Academy for those at Greenock Academy.

Decided:

(1)   that Standing Orders be suspended to allow alteration to the New Deal Programme 2001/2002 through substitution of the roof repair works at Wellington Academy for those at Greenock Academy;  and

(2)   that the minute otherwise be approved.

Licensing & Registration Panel - 1 November 2001

Approval of the minute as a correct record was moved by Councillor Morrison (D) seconded by Councillor Jackson.

Councillor Morrison (D) seconded by Councillor Jackson moved with reference to paragraph 943 (Houses in Multiple Occupation:  The Abbeyfield Society) that no action be taken on the request for a waiver of fees.

As an amendment, Councillor Campbell seconded by Councillor Hunter moved that the two applications for licence be processed but that no fees be required pending consideration of the report by the Scottish Parliament to the Scottish Executive.  On a vote, 9 Members voted for the amendment and 9 for the motion.  There being equality in voting, the Chairman exercised his casting vote in favour of the motion which was declared carried.

(Councillors White and Robertson (Y) entered the meeting during consideration of this item of business).

Decided:  that the minute be approved.

Approval of the minute as a correct record was moved by Councillor Jackson seconded by Councillor O'Rourke.  Councillor Jackson seconded by Councillor O'Rourke moved with reference to paragraph 1056 (Schools Public Private Partnership Project:  Outline Business Case) that the decision of the Committee as minuted be approved.  As an amendment, Councillor Mitchell seconded by Councillor Campbell moved that the Council embark on a phased programme of schools reprovisioning and refurbishment and that the costs be met from existing Council funding sources.

Councillors Blair, Nimmo and Rebecchi requested in terms of the relevant Standing Order that the vote be taken as a roll call vote and this was agreed.

On a vote, Councillors Hunter, Nimmo, Campbell, Rebecchi, Mitchell, Blair, Hill and White voted in favour of the amendment and Provost Roach, Councillors McCabe, Morrison (D), Robertson (A), Robertson (Y), McGhee, McCormick, O'Rourke, Jackson and Calvert voted in favour of the minute which was declared carried.

Decided:

(1)   that the minute be approved;  and

(2)   that it be remitted to the Chief Executive to inform the Scottish Executive when submitting the funding bid that the proposal was opposed by all Members of the Liberal Democrat Group on the Council and that if the Group were successful in the 2003 Council elections, it would not proceed with the proposal should there be no legally binding commitment entered into by that date.

Administrative Arrangements:  Cycle of Council/Committee Meetings

There was submitted a report dated 15 November 2001 by the Director of Legal & Support Services appending a proposed schedule of Committee cycles for the period to May 2002.

 

 

Decided:  that the proposed cycle of Council Committee meetings for the period to May 2002 as detailed in the Appendix to the report be approved.

Resolution:  Proposed Traffic Regulation Order - Dunlop Street/Inverkip Road, Greenock:  Waiting Restrictions and One Way

There was submitted a report by the Director of Legal & Support Services relative to the making of the Traffic Regulation Order - Dunlop Street/Inverkip Road, Greenock (Waiting Restrictions and One Way) in terms of the Road Traffic Regulation Act 1984 and the Roads (Scotland) Act 1984 and associated Regulations.  It was noted that the making of the Order had been recommended for approval by the Planning & Traffic Management Sub-Committee at its meeting on 77 November 2001.

 

 

Resolved on the motion of Councillor McGhee seconded by Councillor McCormick that "THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) to (3) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 to introduce no waiting/no loading in the vicinity of Dunlop Street and to reverse the direction of one way in the access road to the shops, all as detailed in a copy of the Order forming a supplement to the principal minute hereof", and that the Head of Transportation & Roads Service and the Director of Legal & Support Services be authorised to take all necessary action in connection therewith.

 

 

It was agreed in terms of Section 50A(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting on the grounds that consideration of the following item involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act as detailed in the minute of the relevant Committee or Sub-Committee.
