Unison: Industrial Action: Education Services Committee |

The Chief Executive advised of the industrial action by Unison to take place on 29 August 2000 when the Council's Education Services Committee was due to meet. |

Decided: that Standing Orders be suspended and the meeting of the Education Services Committee arranged for 29 August 2000 be postponed to a date to be determined by the Convener of that Committee. |

Approval of the minute as a correct record was moved by Councillor McCabe seconded by Councillor Morrison (D), subject to suspension of Standing Orders, to allow the decision in respect of paragraph 640 (Housing Allocation Policy) to be minuted as follows:- "That the Committee note the report and agree that in the revised Housing Allocation Policy points for under-occupation are only to apply to Council tenants." |

Traffic Management Sub-Committee - 2 August 2000 |

Approval of the minute as a correct record was moved by Councillor McGhee seconded by Councillor McCormick. Councillor McGhee seconded by Councillor McCormick moved that the decision of the Committee as minuted in respect of paragraph 656(b) (14 Princes Street, Port Glasgow) be approved. As an amendment, Councillor Morrison (M) seconded by Councillor Robertson (A) moved that planning permission be refused for the reasons set out in that paragraph. On a vote, 6 Members voted for the motion and 10 for the amendment which was declared carried. |

Decided: (1) that planning permission for the use of the premises at 14 Princes Street, Port Glasgow as a hot food takeaway be refused as (i) the proposal would adversely affect the commercial viability of Port Glasgow Town Centre and (ii) the proposal would be detrimental to the amenity of the residents of nearby premises; and |
|
|
(2) that the minute be otherwise approved. |

Approved on the motion of Councillor Robertson (Y) seconded by Councillor McCormick. Councillor Robertson (Y) seconded by Councillor McCormick moved with reference to paragraph 664 (Gourock Primary School, Binnie Street, Gourock) that the decision of the Committee as minuted be approved. As an amendment, Councillor Blair seconded by Councillor Hunter moved (i) that the marketing of the property be delayed for a period to permit reasonable time for Gourock Community Councils to assess and bring forward their proposals for community use of the school building and (ii) that a feasibility study be carried out to look at the provision of a play area, a seating area and car parking facilities. On a vote, 6 Members voted for the amendment and 10 for the motion which was declared carried.Ý |

Approval of the minute as a correct record was moved by Councillor O'Rourke seconded by Councillor Morrison (M), subject to suspension of Standing Orders, to allow the decision in respect of paragraph 718 (The Intermediate Labour Market) to be implemented. Councillor O'Rourke seconded by Councillor Morrison (M) moved with reference to paragraph 722 (Political Management Arrangements) that the decision of the Committee as minuted be approved. As an amendment to paragraph 722, Councillor Blair seconded by Councillor Rebecchi moved that there be added a commitment for two additional points, viz: (i) that with regard to decision-making all Councillors be entitled to vote and take part in the decision-making process in line with the present arrangement and (ii) that all matters be discussed in public unless the subject matter determined that discussion had to be in private. On a vote, 7 Members voted for the amendment and 10 for the motion which was declared carried. |

There was submitted a report dated 3 August 2000 by the Director of Legal and Support Services relative to the making of the Traffic Regulation Order - Davidson Drive, Gourock One Way and Prohibition of Left Turn in terms of the Road Traffic Regulation Act 1984 and Roads (Scotland) Act 1984 and associated regulations. It was noted that the making of the Order had been recommended for approval by the Planning and Traffic Management Sub-Committee of 2 August 2000. Resolved on the motion of Councillor McGhee seconded by Councillor McCormick that "THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) and 2(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 to restrict the entire length of Davidson Drive to one way only (northwestbound) and to prohibit left turn manoeuvres from the un-named access road to the garages at Eastern View into Broomberry Drive all as detailed in a copy of the Order forming a supplement to the principal minute hereof, and that the Head of Transportation and Roads Service and Director of Legal and Support Services be authorised to take all necessary action in connection therewith." |

There was submitted a report dated 24 July 2000 by the Director of Legal and Support Services relative to the making of the Traffic Regulation Order - Campbell Street, Greenock No Waiting At Any Time and No Loading At Any Time in terms of the Road Traffic Regulation Act 1984 and Roads (Scotland) Act 1984 and associated regulations. It was noted that the making of the Order had been recommended for approval by the Planning and Traffic Management Sub-Committee of 2 August 2000. Resolved on the motion of Councillor McGhee seconded by Councillor McCormick that "THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) to (3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 to include no waiting at any time and no loading at any time restrictions on Campbell Street and Brougham Street, Greenock and to revoke two lengths of the existing Order "No Waiting between 7 am - 6 pm (Monday - Saturday)" which will be superseded by this new Order and that the Head of Transportation and Roads Service and Director of Legal and Support Services be authorised to take all necessary action in connection therewith." |

Resolution: Compulsory Purchase Order - Site at Hawick

There was submitted a report dated 13 June 2000 by the Director of Legal & Support Services recommending that the Council make a Compulsory Purchase Order in respect of a site at Hawick Court, Greenock. It was noted that the making of the Order had been recommended for approval by the Social Work & Housing Committee at the meeting held on 18¡ January 2000. Resolved on the motion of Councillor McCabe seconded by Councillor Morrison (D) that "THE INVERCLYDE COUNCIL as Housing Authority for the area of Inverclyde RESOLVE TO MAKE as they HEREBY MAKE in terms of Section 10 of the Housing (Scotland) Act 1987 and the Acquisition of Land (Authorisation Procedure) (Scotland) Act 1947 a Compulsory Purchase Order entitled "Solum of Belville Street, Greenock Compulsory Purchase Order 2000" authorising them to purchase compulsorily the subjects at Belville Street, Greenock, which subjects are described in the schedule to the Order and shown outlined in red on the plan marked "Map referred to in the Solum of Belville Street, Greenock Compulsory Purchase Order 2000", a copy of which is appended to the principal minute hereof; and that the Director of Legal & Support Services be instructed to submit the said Compulsory Purchase Order to the Scottish Ministers for confirmation and to deal with all matters arising from or in consequence of the making and confirmation of the said Order." |

There was submitted a report dated 23 June 2000 by the Chief Executive advising of the proposed Polling Scheme for the by-election on 21 September 2000. The Chief Executive as Returning Officer orally advised the meeting that it was his intention to have the count for the by-election in St Joseph's Primary School. |

Decided: that the proposed Polling Scheme be agreed and that the current arrangements for the count be noted. |
|
|
It was agreed in terms of Section 50(A)(4) of the Local Government
(Scotland) Act 1973 as amended that the public and press be excluded from the
meeting on the grounds that consideration of the following items involved the
likely disclosure of exempt information as defined in the respective
paragraphs of Part I of Schedule 7(A) of the Act as detailed in the Minute of
the relevant Committee or Sub-Committee. |
