Minute of Meeting of the Policy and Strategy Committee (Special) - 6 March 2000

Approval of the minute as a correct record was moved by Councillor Jackson seconded by Councillor Robertson (Y) subject to the decision at paragraph 210 (Revenue and Capital Budgets 2000/2001 Onwards) being amended at sub-paragraph (9) to read "that a review of branch libraries, including Inverkip and Watt Libraries, take place and a report thereon be presented to Committee as soon as possible;" and that the saving of £7,000 referred to in Appendix 1 to the minute of the Policy and Strategy Committee be deleted and, accordingly, that at sub-paragraph (5)(d) the sum for General Contingency be reduced to £13,232.

As an amendment, Councillor Mitchell seconded by Councillor Campbell moved as follows:-

(1)   That in place of sub-paragraphs (4) and (5) the savings and adjustments as detailed on the statement circulated to the Council (Appendix 1) be implemented;

(2)   That in place of sub-paragraph (6) the Community and Protective Services Committee consider the principle of transferring bowling greens;

(3)   That sub-paragraph (7) be deleted;

(4)   That in place of sub-paragraph (11) a Grants Officer not additional to the present establishment be appointed to assist voluntary organisations to raise outside funds;  and

(5)   That in place of sub-paragraph (12) the draft Capital Programme be remitted back to the Corporate Management Team for adjustment to include normal capital expenditure on education for 2001/2003 on projects to be set by the Education Services Committee.

(Councillor White entered the meeting during consideration of this item of business.)

On a vote, 9 Members voted for the amendment and 10 for the motion which was declared carried.

Decided:  that the minute as amended be approved.

Council Tax 2000/2001

Arising from the foregoing paragraph, Councillor Jackson seconded by Councillor Robertson (Y) moved that the Council resolve to fix the "Band D" Council Tax at £933.

Decided:  that the "Band D" Council Tax be fixed at £933.
