SUBMITTED:  Report dated 22 March 1999 by the Executive Director Legal, Information & Support Services on the establishment of the Child Care Sub-Committee agreed by The Inverclyde Council at the meeting on 7 January 1999 (para 13) and requesting that the Council agree to the application of its Standing Orders to the Sub-Committee as set out in the report.

DECIDED:  That it be confirmed that the provisions of Standing Order 63 as they relate to Standing Sub-Committees also apply to the Child Care Sub-Committee and that membership of the Child Care Sub-Committee be set at seven, with four Members forming a quorum, and that it be remitted to the Social Work & Housing Committee to determine membership and to appoint a Convener and Vice-Convener.


   344      ACCOMMODATION WORKS 1998/99:  GREENOCK MUNICIPAL BUILDINGS -                       344

REPRIORITISATION - USE OF EMERGENCY POWERS PROCEDURE

 

SUBMITTED:  Report dated 19 March 1999 by the Executive Director Legal, Information & Support Services advising of the use of the emergency powers procedure in terms of Standing Order 66(b) to suspend Standing Orders to allow for the reprioritisation of resources to undertake the provision of a data and communications network within the south wing second and third floors of Greenock Municipal Buildings.

345        DAMAGED SEA WALL AT ASHTON PROMENADE                                                                        345

 

SUBMITTED:  Report dated 16 March 1999 by the Depute Chief Executive advising of the position regarding the damaged sea wall at Ashton Promenade and the action required to ensure completion of the remedial works and the installation of West of Scotland Water Authority's new sewer prior to the Tall Ships Race in July/August.  The report advised that the Economic Development Services Committee at the meeting held on 11 March 1999 (para 301) had noted the use of the emergency powers procedure as set out in Standing Order 66(a) to commission Messrs Bullen Consultants to undertake the design of the required scheme of works and the preparation of tender documents for issue to contractors.  In addition, the report indicated that the emergency powers procedure as set out in Standing Order 66(a) had been used to authorise an increased allocation of £20,000 from the Non-HRA Capital Programme 1999/2000 for the costs associated with the appointment.

DECIDED:

(a)  That the position regarding the damaged sea wall at Ashton Promenade be noted;  and

(b)  That the action taken under Standing Order 66(a) and the Council's Financial Regulations to authorise an increased allocation in the sum of £20,000 from the Non-HRA Capital Programme 1999/2000 to fund the appointment of Messrs Bullen Consultants be noted.

 

   346      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                    346

 

On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of the Committee which considered each respective item in the Appendix to the Minute.
