In attendance:-  The Chief Executive, the Executive Director Education Services, the Executive Director Legal, Information & Support Services, the Executive Director Resource Services, the Executive Director Social Work & Housing Services, the Director of Central Services, the Director of Information Technology Services, the Director of Personnel Services, the Director of Transportation and Roads and the Head of Property Services.

 

An apology for absence was intimated on behalf of Councillor Sir Simpson Stevenson.

 

Prior to the commencement of business, Councillor Mulholland paid tribute to those employees of the Council who were called upon to respond to many emergencies during the recent storms and the Council joined with him in expressing its appreciation to all employees concerned for their diligence and efficiency during an extremely difficult period.

     13      RESOLUTION:  STANDING ORDERS AND SCHEME OF ADMINISTRATION AND                      13

FINANCIAL REGULATIONS AND OPERATING PROCEDURES

 

SUBMITTED:  Report dated 21 December 1998 by the Director of Central Services together with copies of proposed revised versions of the Council's Standing Orders and Scheme of Administration and the Financial Regulations and Operating Procedures which were recommended for adoption by the Policy and Strategy Committee to replace the existing documents adopted by the Council on 21 August 1997 (para 909) subject to minor amendment detailed in a note circulated to Members.

RESOLVED on the motion of Councillor Mulholland seconded by Councillor Finnie that:-

"THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, under the powers conferred on them by the Local Government (Scotland) Act 1973 and the said Act of 1994, RESOLVE TO ADOPT as they HEREBY ADOPT the Standing Orders and Scheme of Administration and Financial Regulations and Operating Procedures" copies of which form Appendices to the Principal Minute hereof and that with effect from the date of this Resolution, videlicet 7 January 1999.


     14      RESOLUTION:  TRAFFIC REGULATION ORDER - BOGLESTONE, PORT GLASGOW                  14

 

SUBMITTED:  Report dated 11 December 1998 by the Director of Central Services on a recommendation from the Economic Development Committee of 10 December 1998, that the Council make a Traffic Regulation Order - Boglestone, Port Glasgow.

RESOLVED on the motion of Councillor McGhee seconded by Councillor Roach that:-

"THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) to (3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 to introduce one-way driving in Bridgend Avenue between Cardross Avenue and Boglestone roundabout, North Road, South Road, Bridge Road, Stane Road and West Road and to prohibit driving in the car park between North and South Roads", all as detailed in a copy of the Order forming a supplement to the Principal Minute hereof, and that the Directors of Transportation and Roads and Central Services be authorised to take all necessary action in connection therewith.

 

     15      INVERCLYDE ENTERPRISE TRUST:  FILLING OF VACANCY                                                         15

 

SUBMITTED:  Report dated 27 October 1998 by the Director of Central Services requesting that the Council consider filling a vacancy on the Inverclyde Enterprise Trust following the resignation of Councillor Robertson (Y).

DECIDED:  That Councillor Morrison (M) be appointed to serve as the representative of the Council on the Inverclyde Enterprise Trust.

 

     16      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                      16

 

On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of the Committee which considered each respective item in the Appendix to the Minute.
