1215      APPOINTMENT OF TEACHER AND PARENT REPRESENTATIVES TO EDUCATION              1215

SERVICES COMMITTEE:  RESULT OF ELECTION

 

SUBMITTED:  Report dated 19 November 1998 by the Director of Central Services advising the Council of the result of the election process for the appointment of teacher and parent representatives to the Education Services Committee as approved by that Committee at its meeting on 11 August 1998.

DECIDED:  That the following appointments to the Education Services Committee be noted:-

Teacher Representative - Mr Duncan Anderson, 23 Allanpark Street, Largs

Parent Representative - Mr Thomas Gerard Tracey, "Ben Ime", 40 Merino Road, Greenock.

 

1216      COSLA - SCOTTISH LOCAL GOVERNMENT DRUGS FORUM - APPOINTMENT                     1216

OF COUNCILLOR NIMMO

 

SUBMITTED:  Report dated 12 November 1998 by the Director of Central Services advising of the establishment by COSLA of a Scottish Local Government Drugs Forum to which Councillor Nimmo had been nominated by the Scottish Liberal Democrats and requesting the Council to approve the appointment.

DECIDED:  That the appointment of Councillor Nimmo to the Scottish Local Government Drugs Forum be approved , the appointment to be effective from the first meeting of the Forum held on Tuesday 10 November 1998.

 

1217      RESOLUTION:  STRATHCLYDE CONCESSIONARY TRAVEL SCHEME JOINT                         1217

COMMITTEE

 

SUBMITTED:  Report dated 11 November 1998 by the Director of Central Services recommending that the Council make a Resolution under Section 56(5) of the Local Government (Scotland) Act 1973 to formalise the Council's participation, together with other Councils within the former Strathclyde Region in the Strathclyde Concessionary Travel Scheme.

RESOLVED on the motion of Provost Allan seconded by Councillor Jackson that:-

"THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Section 56(5) of the Local Government (Scotland) Act 1973 to appoint a Joint Committee to be known as the Strathclyde Concessionary Travel Scheme Joint Committee comprising The Argyll and Bute Council, The North Ayrshire Council, The West Dunbartonshire Council, Glasgow City Council, The North Lanarkshire Council, The East Renfrewshire Council, The East Ayrshire Council, The South Ayrshire Council, The East Dunbartonshire Council, The Inverclyde Council, The South Lanarkshire Council and The Renfrewshire Council to carry out their functions under Sections 93-101 of the Transport Act 1985 in relation to the Strathclyde Concessionary Travel Scheme".

 

1218      UNIFORM BUDGET SETTING DAY:  PROPOSAL FROM COSLA                                                1218

 

SUBMITTED:  Report dated 12 November 1998 by the Director of Central Services advising that COSLA had again proposed that Member Councils should seek to set Council Tax levels on Thursday 4 March 1999 and, if so approved, recommending that arrangements be made to hold a Special Meeting of the Council to agree its Budget and set its Council Tax level for 1999/2000 on Thursday 4 March 1999 at 4.00 pm and that, consequently, the Policy and Strategy Committee be requested to agree to the holding of a Special Meeting of that Committee on Monday 1 March 1999 at 3.00 pm.

Councillor Jackson seconded by Councillor O'Rourke moved that the recommendations in the report be approved.  As an amendment, Councillor Finnie seconded by Councillor Nimmo moved that the recommendations in the report be approved subject to the inclusion of a formal proposal as to the level of Council Tax being submitted to the Special Meeting of the Policy and Strategy Committee on Monday 1 March 1999.  On a vote, 4 Members voted for the amendment and 12 for the motion which was declared carried.

DECIDED:  That a Special Meeting of The Inverclyde Council be held on Thursday 4 March 1999 at 4.00 pm to consider and determine the Council Tax for 1999/2000 and that it be remitted to the Policy and Strategy Committee to consider holding a Special Meeting on Monday 1 March 1999 at 3.00 pm.


1219      STRATEGIC DEFENCE REVIEW - T.A. RESTRUCTURING:  MOTION FROM                             1219

WEST DUNBARTONSHIRE COUNCIL

 

SUBMITTED:  Report dated 12 November 1998 by the Director of Central Services on a request from West Dunbartonshire Council that the Council express support for the terms of a Motion recently adopted by them concerning the Government's Strategic Defence Review with particular reference to the proposed restructuring of the Territorial Army.

DECIDED:  That no action be taken.

 

1220      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                  1220

 

On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of the Committee which considered each respective item in the Appendix to the Minute.
