Present:-  Provost Allan, Councillors Calvert, Robertson (A), Morrison (D), Clocherty, Morrison (M), O'Rourke, Jackson, McGhee, Nimmo, Robertson (Y), Mulholland, Sir Simpson Stevenson, Rebecchi, Finnie and Campbell, Provost Allan in the Chair.

 

In attendance:-  The Chief Executive, the Assistant Chief Executive (Economic Development and Urban Regeneration), the Assistant Chief Executive (Contract Services), the Director of Central Services, the Director of Legal Services, the Director of Finance, the Director of Property and Technical Services, the Director of Leisure and Recreation, the Director of Housing and Customer Services, the Director of Personnel Services and the Director of Information Technology.

 

Apologies for absence were intimated on behalf of Councillors Roach, Mitchell, Welch and Hunter.

 

MINUTES OF MEETINGS OF COMMITTEES

APPROVED on the motion of Councillor Robertson (Y) seconded by Councillor Clocherty.

 

   711      POLICY AND STRATEGY COMMITTEE (SPECIAL) - 1 JULY 1998                                                711

 

Approval of the minute as a correct record was moved by Councillor Mulholland seconded by Councillor Jackson.

As an amendment to the minute, Councillor Finnie seconded by Councillor Calvert moved with reference to paragraph 687 (Council Management Structure) the following adjustments to the proposals set out in the report, namely that in respect of Appendix 4, Community Services and Protective Services be combined into Community and Protective Services, that the Inverclyde Regeneration Partnership be transferred from the Chief Executive's responsibility to that of Economic Development and consequently, there be 5 Committees comprising Corporate Resources, Community and Protective Services, Economic Development, Education Services and Social Work and Housing Services and in respect of Appendix 5, that the areas of Protective Services and Community Services be combined and that the Council recognise with regret a material change to 2 Assistant Chief Executive posts and remit it to the Chief Executive to deal with the circumstances in accordance with best practice to resolve the position with 1 post being made redundant.  On a vote, 5 Members voted for the amendment and 11 for the motion which was declared carried.

DECIDED:  That the minute be approved.

The Provost made reference to the retiral on 31 July 1998 of Mr Alan Gilchrist, Director of Property and Technical Services and, on behalf of the Council, expressed thanks to Mr Gilchrist for his valued contribution to the work of the Council and of the former Inverclyde District Council and extended best wishes to him for a long and healthy retirement.
