350 EDUCATION SERVICES COMMITTEE: ADDITIONAL REPRESENTATION 350
SUBMITTED: Report dated 19 March 1998 by the Director of Central Services advising that the Education Services Committee recommended that its membership be increased by the appointment of one teacher representative and one representative of the Parent Members of School Boards each with full voting rights, that the Council determine the respective terms of appointment of these representatives and that the Council consider remitting the arrangements for nomination and, where necessary, elections or selection of these additional representatives to the Education Services Committee.
DECIDED:
(a) That the membership of the Education Services Committee be increased by the appointment of (i) one representative from the teaching staff and (ii) one representative of the Parent Members of School Boards within Inverclyde, each with full voting rights;
(b) That the appointments be for a period of one year (up to the local authority elections in 1999) and thereafter appointments be on a three-yearly basis; and
(c) That it be remitted to the Education Services Committee to arrange for nomination and, where necessary, elections or selections of the additional representatives to the Committee.
351 RESOLUTION: THE GLENHUNTLY HOUSE, HIGHHOLM AVENUE, PORT GLASGOW 351
HOUSING ACTION AREA FOR DEMOLITION COMPULSORY PURCHASE ORDER 1998
SUBMITTED: Report dated 3 March 1998 by the Director of Legal Services on a recommendation by the Social Work and Housing Committee that the Council make The Glenhuntly House, Highholm Avenue, Port Glasgow Housing Action Area for Demolition Compulsory Purchase Order 1998.
RESOLVED: On the motion of Councillor Morrison (M) seconded by Councillor O'Rourke that:-
THE INVERCLYDE COUNCIL as Housing Authority for the area of Inverclyde RESOLVE TO MAKE as they HEREBY MAKE in terms of Section 89 and Schedule 8, Paragraph 5(3) of the Housing (Scotland) Act 1987 and the Acquisition of Land (Authorisation Procedure) (Scotland) Act 1947, a Compulsory Purchase Order entitled "The Glenhuntly House, Highholm Avenue, Port Glasgow Housing Action Area for Demolition Compulsory Purchase Order 1998" authorising it to purchase compulsorily the subjects known as and forming Glenhuntly House, Highholm Avenue, Port Glasgow; which subjects are described in the Schedule to the Order and shown outlined in yellow and coloured red on the plan marked "Plan referred to in The Glenhuntly House, Highholm Avenue, Port Glasgow Housing Action Area for Demolition Compulsory Purchase Order 1998", all as detailed in a copy of the Order forming a supplement to the principal minute hereof; and that the Director of Legal Services be instructed to submit the said Compulsory Purchase Order to the Secretary of State for Scotland for confirmation and to deal with all matters arising from or in consequence of the making and confirmation of the said Order.
352 RESOLUTION: TRAFFIC REGULATION ORDER - LAIRD STREET, GREENOCK 352

SUBMITTED: Report dated 18 March 1998 by the Director of Central Services on a recommendation from the Economic Development Committee that the Council make a Traffic Regulation Order - Laird Street, Greenock (No Waiting at any Time).
RESOLVED: On the motion of Councillor McGhee seconded by Councillor Roach that:-
THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) to (3) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 to allow it to prohibit waiting in Laird Street, Greenock, all as detailed in a copy of the Order forming a supplement to the principal minute hereof; and that the Directors of Transportation and Roads and Central Services be authorised to take all necessary action in connection therewith.

354 ANNUAL KIRKIN' OF THE COUNCIL SERVICE 354
SUBMITTED: Report dated 25 March 1998 by the Director of Central Services advising that due to the current major refurbishment programme at The Wellpark Mid Kirk, Greenock, alternative arrangements would require to be made for the annual Kirkin' of the Council service and recommending that the service be held for this year only within The Town Hall, Greenock on Sunday 17 May 1998 at 11.00 am.
DECIDED: That the annual Kirkin' of the Council service be held within The Town Hall, Greenock on Sunday 17 May 1998 at 11.00 am.
355 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS 355
On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of the Committee which considered each respective item in the Appendix to the Minute.
