Present:-  Provost Allan, Councillors Calvert, Robertson (A), Morrison (D), Clocherty, Morrison (M), O'Rourke, Jackson, Roach, McGhee, Nimmo, Robertson (Y), Mulholland, Sir Simpson Stevenson, Rebecchi, Mitchell, Finnie, Welch, Hunter and Campbell, Provost Allan in the Chair.

 

In attendance:-  The Chief Executive, the Assistant Chief Executive (Economic Development and Urban Regeneration), the Assistant Chief Executive (Social and Community Development), the Assistant Chief Executive (Contract Services), the Director of Central Services, the Director of Legal Services, the Director of Finance, the Director of Economic Development, the Director of Education Services, the Director of Property and Technical Services, the Director of Leisure and Recreation, the Director of Social Work, the Director of Personnel Services, the Director of Information Technology, the Director of Transportation and Roads, the Chief Environmental Services Officer and the Chief Consumer Protection and Trading Standards Officer.

 

   226      MINUTE OF MEETING OF THE POLICY AND STRATEGY COMMITTEE (SPECIAL):                 226

Approval of the minute as a correct record was moved by Councillor Mulholland seconded by Councillor Jackson.

Councillor Mulholland seconded by Councillor Jackson moved with reference to paragraph 205 (Revenue Budget 1998/99):-

1.  That the items (a) to (p) listed in the minute of the Special Meeting of the Policy and Strategy Committee of 2 March 1998 (para 205) be approved;

2.  That the savings and initiatives totalling £2,283,000 referred to in the minute including the detailed lists of budget savings circulated to the Council with specific proposals for categories 1, 2, 3, 5, 6 and 7 and for temporary employees (Appendix 1) be approved;

3.  That a review of all temporary appointments take place and a report be submitted to Committee as soon as possible;

4.  That a review of all sessional appointments take place and a report be submitted to Committee as soon as possible;

5.  That a report on options for providing a Garden Tidy Service be submitted to Committee as soon as possible;

6.  That a report on proposals for spend-to-save initiatives producing budget savings of at least £146,000 be submitted to Committee as soon as possible;

7.  That the Economic Development budget be enhanced by secondments at a cost of up to £75,000 at no overall increase in costs to the Council;  and

8.  That the level of Band D Council Tax for 1998/99 be set at £863, an increase of 3.9%.

As an amendment, Councillor Finnie seconded by Councillor Hunter moved with reference to paragraph 205 that the Council's Revenue Budget 1998/99 be set at £2,278,266 with savings totalling £3,393,000, the proposals and savings listed and circulated to the Council (Appendix 2) and that the level of Band D Council Tax for 1998/99 be set at £881, an increase of 6%.

On a vote, 6 Members voted the amendment and 13 for the motion which was declared carried.

DECIDED:

(a)  That the minute be approved;  and



(b)  That the terms of the motion be approved as follows:-

1.  That the items (a) to (p) listed in the minute of the Special Meeting of the Policy and Strategy Committee of 2 March 1998 (para 205) be approved;

Arising from the foregoing paragraph, Council Mulholland seconded by Councillor Jackson moved that the Council resolve to fix the "Band D" Council Tax at £863.
