Present:-  Provost Allan, Councillors Calvert, Robertson (A), Morrison (D), Clocherty, Morrison (M), O'Rourke, Jackson, Roach, McGhee, Nimmo, Robertson (Y), Mulholland, Rebecchi, Mitchell, Finnie, Hunter and Campbell, Provost Allan in the Chair.

 

In attendance:-  The Chief Executive, the Depute Chief Executive, the Assistant Chief Executive (Contract Services), the Director of Central Services, the Director of Legal Services, the Director of Finance, the Director of Education Services, the Director of Planning, the Director of Leisure and Recreation, the Director of Social Work, the Director of Transportation and Roads, the Director of  Housing and Customer Services, the Director of Personnel Services, the Chief Environmental Services Officer and the Chief Consumer Protection and Trading Standards Officer.

 

Apologies for absence were intimated on behalf of Councillors Sir Simpson Stevenson and Welch.

The Provost referred to a report by the Director of Central Services regarding an invitation received from the Inverclyde Advice and Employment Rights Group for the Council to nominate a Member to serve on its Management Committee.  The Provost indicated that consideration of the item was urgent to allow a nomination to be made, if appropriate, without delay and moved that the item be added to the Agenda.  This was unanimously agreed in terms of the relevant Standing Order.

1063 PLANNING AND TRAFFIC MANAGEMENT SUB-COMMITTEE - 3 SEPTEMBER 1997                  1063

 

Approval of the minute as a correct record was moved by Councillor McGhee seconded by Councillor Roach.

Councillor McGhee seconded by Councillor Roach moved with reference to paragraph 974(i) (Single Platform Railway Station with Ramped Accesses etc:  Lemmon Street, Greenock) that the decision of the Committee as minuted be approved.  As an amendment, Councillor Nimmo seconded by Councillor Rebecchi moved that, due to the unsuitability of this location, the application be referred back to allow consideration of site 3 at Peat Road, being the site currently occupied by the Scottish Ambulance Service.  On a vote, 6 Members voted for the amendment and 11 for the motion which was declared carried.

DECIDED:  That the minute be approved.

Approval of the minute was moved by Councillor McGhee seconded by Councillor Roach subject to the minute being corrected at paragraph 1053(c) at sub-paragraph (b)(ii) by the substitution of the words "Inverclyde Town Centres" for "Greenock Town Centre".

DECIDED:  That the minute as corrected be approved.

 

1070      RESOLUTION:  TRAFFIC REGULATION ORDER, CAWDOR CRESCENT, GREENOCK           1070

 

SUBMITTED:  Report dated 15 September 1997 by the Director of Central Services on a recommendation by the Economic Development Committee that the Council make a Traffic Regulation Order at Cawdor Crescent, Greenock.


RESOLVED on the motion of Councillor McGhee seconded by Councillor Roach that:-

THE INVERCLYDE COUNCIL, incorporated under the Local Government etc (Scotland) Act 1994, RESOLVE TO MAKE as they HEREBY MAKE a Resolution under Sections 1(1), 2(1) and 2(2) and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 to introduce one-way traffic in Cawdor Crescent, Greenock, all as detailed in a copy of  the Order forming a supplement to the principal minute hereof;  and that the Directors of Transportation and Roads and Central Services be authorised to take all necessary action in connection therewith.

 

1071      OUTSIDE BODIES:  FILLING OF VACANCIES                                                                               1071

 

SUBMITTED:  Report dated 25 September 1997 by the Director of Central Services requesting the Council to consider filling a vacancy which had arisen on the Inverclyde Voluntary Association for Mental Health caused by the resignation of Councillor Sir Simpson Stevenson and also a report dated 2 October 1997 on an invitation from the Inverclyde Advice and Employment Rights Group that the Council nominate a Member to serve on its Management Committee.

DECIDED:

(a)  That Councillor O'Rourke be appointed to represent the Council on the Inverclyde Voluntary Association for Mental Health;  and

(b)  That Councillor Jackson be appointed as the Council's representative on the Management Committee of the Inverclyde Advice and Employment Rights Group.

 

1072      RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS                                                                  1072

 

On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of the Committee which considered each respective item in the Appendix to the Minute.
