THE INVERCLYDE COUNCIL

THURSDAY 15 MAY 1997 - 4.00 pm

 

Present:-  Provost Allan, Councillors Calvert, Robertson (A), Morrison (D), Morrison (M), Jackson, Roach, Nimmo, Robertson (Y), Sir Simpson Stevenson, Rebecchi, Mitchell, Finnie, Welch, and Campbell, Provost Allan in the Chair.

 

In attendance:-  The Chief Executive, the Depute Chief Executive, the Assistant Chief Executive (Economic Development and Urban Regeneration), the Assistant Chief Executive (Social and Community Development), the Director of Central Services, Mr H McNeilly (for the Director of Legal Services), the Director of Finance, the Director of Economic Development, the Director of Education Services, the Director of Property and Technical Services, the Director of Planning, the Director of Leisure and Recreation, the Director of  Housing and Customer Services, the Director of Personnel Services, the Director of Information Technology and the Chief Consumer Protection and Trading Standards Officer.

 

Apologies for absence were intimated on behalf of Councillors Clocherty, O'Rourke, McGhee, Mulholland and Hunter.

 

Prior to the commencement of business, the Provost advised that Councillor Mulholland, who was taken ill while on holiday, had been discharged from hospital and would remain in Benidorm for the remainder of his holiday period.  It was agreed to extend to Councillor Mulholland the best wishes of the Council for his continued recovery.

 

The Provost also extended congratulations to Mr John Higgins, Head of Leisure Management who had been selected as the winner of the Glasgow and West of Scotland Management Prize 1997 in recognition of a Project to provide, in conjunction with the private sector, Cardiovascular Hi-Tech Fitness Centres in Greenock Sports Centre, Gourock Outdoor Pool and Boglestone Community Centre at no cost to the Council.

 

The Rev R G Lawson MA BD opened the proceedings with Prayer.

It was agreed that because of the current review of the Council's Committee structure, no change be made to the existing appointments to Committees, Sub-Committees and Conveners and Vice-Conveners thereof, but otherwise, consideration be deferred until a future meeting of the Council.

RESOLUTION:  BYE-LAWS FOR PROHIBITING THE CONSUMPTION OF ALCOHOL IN PUBLIC PLACES

SUBMITTED:  Report dated 30 April 1997 by the Director of Central Services on a recommendation by the Policy and Strategy Committee that the Council make Bye-Laws (to replace the existing Bye-Laws) which would prohibit the consumption of alcohol in public places within the built-up areas of Inverclyde.

RESOLVED on the motion of Councillor Morrison (M) seconded by Councillor Jackson that:-

The Inverclyde Council RESOLVE TO MAKE as they HEREBY MAKE Bye-Laws in terms of Sections 201, 202 and 203 of The Local Government (Scotland) Act 1973 as amended making it an offence for a person to consume alcoholic liquor in a designated place within the areas specified in the Schedule to the Bye-Laws, all as detailed in the copy of the Bye-Laws forming a supplement to the principal Minute hereof, and that the Director of Central Services be authorised to take all necessary action in connection therewith.

RESOLUTION:  EXCLUSION OF PUBLIC AND PRESS

On the motion of the Provost it was agreed unanimously that, in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the remainder of the meeting on the grounds that consideration of the remaining items involved the likely disclosure of exempt information as defined in the respective paragraphs of Part I of Schedule 7(A) of the Act, the nature of which is set out in the Minute of Committee which considered each respective item in the Appendix to the Minutes.
