In attendance:- The Chief Executive, the Depute Chief Executive, the Assistant Chief Executive (Economic Development and Urban Regeneration), the Assistant Chief Executive (Social and Community Development), the Assistant Chief Executive (Contract Services), the Director of Central Services, the Director of Legal Services, the Director of Finance, the Director of Education Services, the Director of Property and Technical Services, the Director of Leisure and Recreation, the Director of Social Work, the Director of Housing and Customer Services, the Director of Personnel Services, the Director of Information Technology, the Chief Environmental Services Officer and the Chief Consumer Protection and Trading Standards Officer.

MINUTE OF MEETING OF THE POLICY AND STRATEGY COMMITTEE - 6 MARCH 1997 |

Approval of the minute was moved by Councillor Mulholland seconded by Councillor Jackson.
Councillor Mulholland seconded by Councillor Jackson moved with reference to paragraph 308 (Revenue Budget 1997/98) that the relevant Standing Order be suspended to permit alteration of the decision of the Housing Committee determining the Housing Revenue Account Budget 1997/98 at its meeting on Thursday 6 February 1997 (paragraph 178) to allow as part of the savings proposed by him in the Council's Revenue Budget 1997/98 for that portion of charges to be introduced for stair lighting attributable to public sector housing now to be met from the Housing Repairs and Renewals Fund and this was agreed. Thereafter, Councillor Mulholland seconded by Councillor Jackson moved that the decision of the Policy and Strategy Committee be approved as minuted and that the savings totalling £4,036,000 referred to in the minute be as detailed in the list circulated to the Council (Appendix 1).
As an amendment to the minute, Councillor Finnie seconded by Councillor Nimmo moved with reference to paragraph 308 that the Council's Revenue Budget 1997/98 be set at £105,240,320 with savings totalling £4,063,320, the savings being as listed and circulated to the Council (Appendix 2).
On a vote, 6 Members voted for the amendment and 12 for the motion which was declared carried.
DECIDED: That the minute be approved.

Arising from the recommendation contained in decision (c) of paragraph 308 of the foregoing minute of the Policy and Strategy Committee, Councillor Mulholland seconded by Councillor Jackson moved that the Council resolve to fix the "Band D" Council Tax at (i) £808 to meet

1997/98 net expenditure and (ii) £23 to meet the projected balance at the end of 1996/97, a |

total of £831.
DECIDED: That the "Band D" Council Tax be fixed at £831.
