Present:- Provost Allan, Councillors O’Rourke, Jackson, Nimmo, Rebecchi and Mitchell, Councillor O’Rourke, Vice-Convener, in the Chair.

 

In attendance:- The Assistant Chief Executive (Economic Development and Urban

Regeneration), the Assistant Chief Executive (Social and Community Development), the

Director of Central Services, Mr A Puckrin (for the Director of Finance), the Director of

Housing and Customer Services, Mr H McNeilly (for the Director of Legal Services) and

Mr M Barclay (for the Director of Property and Technical Services).

 

An apology for absence was intimated on behalf of Councillor Clocherty.

 

The following paragraphs are submitted for information only. having been dealt with under the powers delegated to the Committee.

The Vice-Convener referred to a report by the Director of Housing and Customer Services on tenders received for re-painting works in the Comhaddock South area, Greenock. He indicated that consideration of the item was urgent to allow the works, if agreed, to be progressed without delay and moved that the item be added to the Agenda. This was unanimously agreed in terms of the relevant Standing Order.

 

     733       STRONE FARM REGENERATION - 1-9 CLYDEVIEW ROAD, GREENOCK                                    733

 

SUBMITTED: Report dated 12 June 1997 by the Director of Housing & Customer Services advising that consultations with the tenants of 1-9 Clydeview Road, Greenock had revealed that the majority would prefer either cottage style accommodation in Strone Farm or permanent housing outwith the area and indicating, that, as a result, it would be possible to meet most tenants’ housing aspirations by rehousing them in the Council’s surplus stock within the converted properties in Gabriel Street, within Cloch Housing Association’s surplus housing in its Phase 2 development in Clydeview Road or in Council stock outwith Strone Farm. In view of this, it was recommended that the decision of the Committee at its meeting on 4 March 1997 (para 276) to arrange for competitive tenders for the refurbishment works to the properties be reviewed and that, instead, they be demolished. The report also recommended that consideration be given to exploring options for the future of the properties at 1-9 Kilmun Road.

DECIDED:

(a) That, subject to the agreement of The Inverclyde Council to the suspension of Standing Orders it be agreed:

(i) That the properties at 1-9 Clydeview Road be demolished;

(ii) That home loss payments be made to all qualifying tenants;

(iii) That the tenants be rehoused in the Council’s surplus stock within the Gabriel Street refurbished properties, Cloch Housing Association’s surplus stock within its Phase 2

development in Clydeview Road or Council stock outwith Strone Farm in accordance with the Council’s Housing Allocation Policy; and

(b)                     That options for the future of the properties at 1-9 Kilmun Road be examined and it be remitted to the Director of Housing and Customer Services to report thereon to the Committee following consultation with the affected tenants.

 

      734 RESOLUTION: EXCLUSION OF PUBLIC AND PRESS                                                                           734

 

On the motion of the Vice-Convener it was agreed unanimously that in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973, the public and press be excluded from the meeting during consideration of the undemoted item of business on the grounds that consideration of the item involved the likely disclosure of exempt information as defined in paragraphs 6 and 8 of Part I of Schedule 7A of the Act.

 

735      CORNHADDOCK SOUTH. GREENOCK - REPAINTING WORKS - REPORT ON TENDERS

 

SUBMITTED: Report dated 13 June 1997 by the Director of Housing and Customer Services on six tenders received for repainting works in the Cornhaddock South area, Greenock.

DECIDED:

(a) That it be remitted to the Director of Central Services to accept the lowest tender, that by James Darrah in the sum of £63,424.46; and

(b) That additional professional and Clerk of Works supervision be approved, giving a total cost of £12,214 for professional and Clerk of Works fees.
