With the exception of the decision marked “C” which is open for confirmation or otherwise, the following paragraphs are submitted for information only, having been dealt with under the powers delegated to the Sub-Committee.

Assessment Scorecard

255

 

 

 

 

There was submitted scorecard used in assessing applications for grants to voluntary organisations.

 

 

The Director of Community Services advised that the scorecard met the requirements of the internal and external auditors and that all projects submitted in the first round of applications for grants to voluntary organisations 2006/07 had been scored in accordance with the scorecard.

 

 

Decided:

 

 

(1)   that the Sub-Committee welcome the introduction of the assessment scorecard;  and

 

 

(2)   that it be remitted to the Director of Community Services to review the grants process and report thereon to the next meeting of the Sub-Committee.

 

 

 

 

 

The Convener being of the opinion that the paper outlining late applications was relevant, competent and urgent moved its consideration to allow the Sub-Committee to determine at the earliest opportunity whether grant aid should be given.  This was unanimously agreed in terms of the relevant Standing Order.

As an amendment to (2), Councillor Robertson moved (a) that the awards of grant as set out in Councillor White’s motion be agreed as an interim measure only and (b) that it be remitted to the Director of Community Services to meet with the voluntary organisations at the earliest opportunity and report back to the Sub-Committee on the impact of the level of award on the service provided by each of the voluntary organisations.

 

 

On a vote, 2 Members voted for the amendment and 3 for the motion which was declared carried.  Those Members who had voted in favour of the amendment then requested in terms of the relevant Standing Order that the matter be referred to The Inverclyde Council for decision in terms of the amendment.

It was agreed in terms of Section 50(A)(4) of the Local Government (Scotland) Act 1973 as amended that the public and press be excluded from the meeting during consideration of the following application on the grounds that the business involved the likely disclosure of exempt information as defined in paragraph 6 of Part I of Schedule 7(A) of the Act.

 

 

 

 

 

The Sub-Committee then considered the particular circumstances with regard to a grant to a voluntary organisation and agreed to take action, all as detailed in the appendix.
